In education, interdistrict school choice and state-local structures are considered. Highway services are seen in federal-state and state-private relationships. Reporting on a variety of experiments, each chapter illustrates a type of service or arrangement for restructuring governmental services.

In the face of both budget constraints and an increased burden of public service delivery with the trend toward greater federalism, cities are being pressured to raise efficiency. Higher consumer expectations of service quality, the growing heterogeneity of urban areas, and the accelerating pace of economic change are, meanwhile, increasing demands on city governments' flexibility and responsiveness. A variety of organizational and management innovations are improving cities' ability to cope with this more challenging environment. These innovations include participatory strategic planning, business process improvement techniques, teaming and teamwork, effective use of information technology, and employee involvement and empowerment. Drawing on the literature on high-performing organizations, discussions with officials in innovative cities, and expert interviews, this report creates a framework for supporting innovation in South Gate. Other cities should be able to draw on elements of this framework to critically analyze their own operations.

Book excerpt: Regional autonomy in Indonesia has endorsed a great opportunities and interesting challenges, in the same time. While national/central government applied this important policy, regional (provincial and district/local) governments with potential local financial resources (natural resources, tourism, etc) assumed there will be a great 'pieces of cake' from central government. Unfortunately, poor local governments (with lack of locally potential financial resources) will be sore. In this phase, local government enterprise (LGE) is becoming strategic partner to be reviewed. Even it has been realized that LGE has important roles to provide basic public services, but most LGEs performed a poor performances. In most provinces, LGE is a unit for 'retired senior official' to be placed as 'the land of last resort', or as a political appointee position for political bargaining position. However, it is widely accepted and a common practices politically. Related to the main idea of regional autonomy, and its basic and natural roles, LGE should be strengthened in order to perform its optimum performance, which means best services for community and financial contribution.

Most states have changed their institutional arrangements, and reorganized their systems of local government to some degree. This book explains local government change within the wider context of institutional change. It links theories of legitimacy and institutional change to the extensive empirical and historical literature on local government reorganization. It also differentiates between institutional change and reform. Structural or historical variables are shown to play a major role in explaining why and how both reform and change take place. In particular, the rise and decline of the welfare state - and the political and policy changes associated with this - is one of the most important points of departure in the analysis. The ideas shared by the policy community explain the roles played by actors involved in shaping local government change and reform. This provides the link between the macro (structural) dimension and empirical observation.
