The agriculture industry, which is a major component of the national economy, extends its pervasive influence to both Romanian social life and environment. Consequently, the transition towards a market oriented economic system will pose new obstacles for the country's farmers, processors, traders, and policymakers. While identifying the impediments that surround Romanian agriculture and its inevitable progression towards transition is a simple task, the challenges lie in recommending solutions. Through careful analysis of numerous recent studies on reform policies in the Romanian agri-food sector during its economic transition, this comprehensive examination offers perspicacious suggestions and insights on the following topics in particular: international trade, credit for agricultural development, price policies, and rural development. The conclusions reached are not only of domestic importance and application, they are also of immediate relevance for many post-socialist countries, for which the agri-food sector is a principal vehicle for rural development.

The present study on Belarus is the latest addition to a long and growing series of World Bank publications on land reform and farm restructuring in the former socialist countries of Europe and Central Asia. The unique features of all these publications is their reliance on first-hand empirical information collected through extensive farm surveys of various rural constituencies. Analysis of survey findings enables the World Bank to base its policy dialogue with governments in the region on solid empirical facts, making the Bank's recommendations more credible and relevant. The survey findings in this volume will provide a platform for useful policy discussions with this country's government and supply international donors that are active there with essential information to design their strategic programs.

Added to this scenario are the challenges and opportunities of adopting the EU 'acquis communautaire' relating to agriculture. Based on recent World Bank reports prepared in collaboration with the Food and Agriculture Organization of the United Nations and the European Commission Directorate General for Agriculture and Rural Development, 'The Changing Face of Rural Space: Agriculture and Rural Development in the Western Balkans' identifies what is constraining agricultural competitiveness in these countries, examines public expenditures in agriculture, and diagnoses key challenges for agricultural policy makers. The results of this study indicate that genuine restructuring and transition to full-fledged private farming have resulted in improved profitability and higher incomes for private farmers than those achieved by traditional collectives.
