Book excerpt: The authors examine both past and current practices and policies influencing black employment in the railroad, airline, trucking, and urban transit industries. Technological unemployment, declining traffic, and discrimination by unions, carriers, and government agencies have reduced both the number and proportion of blacks in the railroad industry, which was once one of the nation's leading employers of blacks. These, same railroading mores have affected black employment in airlines and urban transit in the past but today other forces are working to improve black representation in the former and leading to a heavily black work force in the latter. In the trucking industry, the Teamsters' Union and government policy are keys to Negro employment, with the union dragging its feet in supporting an increased number of black over-the-road drivers. A final section compares the situations in the four industries and forecasts future Negro employment trends in light of the most recent employment data, occupational needs, governmental policy, and other significant factors.

The authors describe how these once almost all-white industries are now employing large numbers of African-American and what problems remain to be solved before equal employment opportunity can be fully attained. Appendices tell the story of African-American-owned banking and insurance companies and their status today. Located in primarily urban areas, banks and insurance companies may soon be among the largest employers of African-Americans. The centralized personnel structure of banks gives them a significant advantage in employing African Americans, but the authors find that both banks and insurance companies have been slow to employ black managerial personnel. Alfred Yee’s study of this trajectory is an insider’s view of a fascinating era in Asian American immigration and entrepreneurship. Drawing on oral interviews with individuals who worked in the business during its peak and decline, he presents an accessible history that illustrates how this once-thriving business fostered the social and economic integration of Chinese Americans into life in the United States. Yee demonstrates how Chinese American supermarkets were able to sell American groceries at reduced prices by using the cheap labor of family members and Chinese immigrants whose entry to the United States had been sponsored by their employers. This type of symbiotic relationship was eventually undermined by labor unions’ demands that employees be covered by labor laws and fully compensated for all hours worked. Also contributing to the ultimate demise of Chinese American supermarkets were increasing costs of capitalization and operation, the dominance of national chain stores, and difficulties arising from traditional Chinese methods of business management.

The development of effective case and illustrative teaching materials for a modern graduate curriculum in business requires constant search for new problems, techniques, methods and applications. The carpeting-resilient flooring controversy appeared to be an excellent case for classroom use, particularly in courses on business policy and industrial engineering. Further professional interest was involved because the collection of such data would involve developing output performance standards for an important class of indirect labor activities. After defining the necessary maintenance operations and appearance levels, cost information was developed separately for four types of floor areas: unobstructed areas, obstructed areas, individual offices, and areas subject to high risk of spillage under heavy, medium, and light traffic conditions. Total costs were divided into installed costs, maintenance labor costs, cost capital equipment, and expendable supplies. Utilizing the amortized annual cost method, comparisons were made between the two floor covering materials in each of the four types of areas at various appearance levels. If annual dollar cost is the criterion, the summary conclusion is that under all conditions investigated, the total annual cost for resilient flooring is less than that for carpeting. Annual maintenance costs were found to be approximately equal, so an analyst can obtain a close approximation of the actual total annual cost difference by merely dividing initial installed cost by estimated service life for both materials.
