In a federal criminal context, it is the order of a sentencing court directing a defendant to reimburse or otherwise compensate the victims of his crimes. Restitution is based on the losses suffered by the victims of a crime. Neither the defendant's financial condition at the time of sentencing or his future economic prospects figure in the amount of restitution awarded. Consequently, in some cases the amount of restitution ordered may exceed what the defendant can ever reasonably be expected to pay, particularly in the case of mandatory restitution. Nevertheless, there have been suggestions that in other instances insufficient restitution has been ordered or collected because of the particularities of restitution law.

Mandel illuminates the impact of the nation-state on ethnic and religious minorities in twentieth-century Europe and provides a valuable theoretical framework for considering issues of transnational identity. The examination covers the main aspects of the transformation – an overall view of the process, political transition, economic policy, economic results (GDP development, inflation, unemployment), changes in outside indicators (balance of payments), privatization, transformation of the financial sector, and changes in the business sector and institutional development. The book also compares Czech development in this transformative era to those of Poland and Hungary. As in Hungary and Poland, the Czech Republic underwent an exceptional qualitative shift from a system centrally planned to one that was market-based. The book concludes that despite mistakes and hardships, the overall transformation process in Central Europe has been successful.

Madero, demanding that the executive branch of government assume the judiciary’s control over their unresolved lawsuits against landowners, local bosses, and other villages. The Madero administration tried to use existing laws to settle land conflicts but always stopped short of invading judicial authority. In contrast, the two main agrarian reform programs undertaken in revolutionary Mexico—those implemented by Emiliano Zapata and Venustiano Carranza—subordinated the judiciary to the executive branch and thereby reshaped the postrevolutionary state with the support of villagers, who actively sided with one branch of government over another. In Matters of Justice Helga Baitenmann offers the first detailed account of the Zapatista and Carrancista agrarian reform programs as they were implemented in practice at the local level and then reconfigured in response to unanticipated inter- and intravillage conflicts. Ultimately, the Zapatista land reform, which sought to redistribute land throughout the country, remained an unfulfilled utopia. In contrast, Carrancista laws, intended to resolve quickly an urgent problem in a time of war, had lasting effects on the legal rights of millions of land beneficiaries and accidentally became the pillar of a program that redistributed about half the national territory.

Following the German occupation in March 1944 the collaborating Hungarian government attempted to assert its claim concerning the complete confiscation of Jewish assets at all stages of the road leading to the extermination camps. The cooperation with the Germans proved to be the most problematic in this area. The story of the Jewish Gold Train is a relatively small but all the more emblematic chapter of the economic annihilation. The circumstances of the freight's assembling, the German-Hungarian conflicts concerning the train, the looting attempts, the fate of the assets seized by the Allies (double victimization of the survivors) provide the reader with an insight into the history of the repeated looting of the Hungarian Jewry.
