Children who grow up with fathers in the home tend to remain in school, participate less in delinquent behavior, and have good emotional development. However, federal policies, such as the Aid to Families with Dependent Children Act (1935) and child support legislation before 1996, have indirectly (and perhaps unintentionally) led to a decrease of fathers in the home. Recently, the federal government created the Personal Responsibility and Work Opportunity Reconciliation Act (1996) to reform these programs. From this policy, programs such as the Temporary Assistance to Needy Families (TANF) program and strengthened child support provisions were created to reverse the indirect effects caused by the aforementioned policies and promote two-parent family structures. Also, multiple states have adopted policies to help promote responsible fatherhood and two-parent families. In this paper, I study the key provisions and positive/negative outcomes of these policies and programs to show how they affected fatherhood either negatively or positively in America. I argue that the former policies (AFDC and child support pre-1996) indirectly affected the increase in absent father families on welfare. I show that TANF and post-1996 child support legislation does not do much to reverse the indirect effects or promote two-parent structured families. Finally, I analyze three state programs from Texas, Connecticut, and Illinois and show, overall, that state programs promote responsible fatherhood and two-parent family structures better than the analyzed federal programs.

The President has often described the “hole a man leaves when he abandons his responsibility to his children [as] one that no government can fill.” And while millions of single-mother households across the country are doing whatever it takes to provide for their families, we know that without a father doing his part it can be a struggle to meet the many obligations parents face.Responsible fathering means taking responsibility for a child's intellectual, emotional, and financial well-being. This requires being present in a child's life, actively contributing to a child's healthy development, sharing economic responsibilities, and cooperating with a child's mother in addressing the full range of a child's and family's needs.Today, however, one out of every three children in America – over 24 million in total – lives in a home without their biological father present. And data show that low-income men from communities of color are significantly more likely to be nonresident fathers than resident fathers. Roughly one out of every three Hispanic children and more than half of African-American children grow up in homes without their fathers present.The presence and involvement of a child's parents protects children from a number of vulnerabilities. More engaged fathers—whether living with or apart from their children—can help foster a child's healthy physical, emotional, and social development. While evidence shows that children benefit most from the involvement of resident fathers, research has also highlighted the positive effect that nonresident fathers can have on their children's lives.The choice to be an active, engaged parent is influenced by factors in the family and the community. For example, it can be especially hard for fathers who are trying to do the right thing to maintain their dignity and motivation in the face of unemployment or underemployment. In addition, fathering is influenced by culture, which must support and reinforce messages and behaviors that lead to fathers taking active roles in the healthy development of their children. This requires deliberate actions and messages by the public and private sector, as well individuals in communities and homes across the country. These, and other complex factors, contribute to the way fathers choose to engage with their children.As the father of two girls, President Obama knows firsthand the power of fathers being present in the lives of their children and families. As a man who grew up without a father present in his life, he also knows the pain created when a father chooses to leave his children behind and the powerful role mentors and other adults play in filling that void.Soon after taking office, the Obama Administration began leading forums across the country to discuss how we, as a country, can work together to promote responsible fatherhood through personal and community responsibility. In 2010, the President asked that an interagency working group begin finding ways to encourage activities and policy developments that promote responsible fatherhood. Since then, the Responsible Fatherhood Working Group has coordinated policy, programmatic activities, and engagement efforts on fatherhood across federal agencies.

The impact of parents may never be greater than during the earliest years of life, when a child's brain is rapidly developing and when nearly all of her or his experiences are created and shaped by parents and the family environment. Parents help children build and refine their knowledge and skills, charting a trajectory for their health and well-being during childhood and beyond. The experience of parenting also impacts parents themselves. For instance, parenting can enrich and give focus to parents' lives; generate stress or calm; and create any number of emotions, including feelings of happiness, sadness, fulfillment, and anger. Parenting of young children today takes place in the context of significant ongoing developments. These include: a rapidly growing body of science on early childhood, increases in funding for programs and services for families, changing demographics of the U.S. population, and greater diversity of family structure. Additionally, parenting is increasingly being shaped by technology and increased access to information about parenting. Parenting Matters identifies parenting knowledge, attitudes, and practices associated with positive developmental outcomes in children ages 0-8; universal/preventive and targeted strategies used in a variety of settings that have been effective with parents of young children and that support the identified knowledge, attitudes, and practices; and barriers to and facilitators for parents' use of practices that lead to healthy child outcomes as well as their participation in effective programs and services. This report makes recommendations directed at an array of stakeholders, for promoting the wide-scale adoption of effective programs and services for parents and on areas that warrant further research to inform policy and practice. Chapter 2 provides demographic findings and offers a qualitative look at the changing face of fatherhood nationally, highlighting particular subgroups of fathers. Chapter 3 summarizes the program and policy information gathered from the states and explores emerging issues not so clearly reflected in the findings. Chapter 4 focuses on profiles of three states, one county, and one city providing leadership with fatherhood initiatives that reflect attention to a range of fathers and both the economic and nurturing aspects of fatherhood.
