This document lists those deficiencies and requests additional information on the alternatives to the proposal, aircraft sound exposure levels, the need for NEF contours, the current shortfall in air traffic controllers, the major underlying assumptions of the cost/benefit study, the costs of building further facilities, aircraft movement demand, runway utilization, relationship between annoyance and noise, effects of noise on schools, air quality monitoring and modelling, mitigation measures, and compensation.

Pearson International Airport is Canada's busiest and most important air transportation facility. Between 1984 and 1988 aircraft movements grew by over 35 per cent. This growth, coupled with a continued lack of consensus on airside infrastructure expansions, led to congestion and delay problems. Transport Canada introduced a number of short term measures to manage the demand but recognized that a more permanent solution was required. Potential environmental impacts were recognized in the strategy that was developed, and a formal review through the Environmental Assessment and Review Process was begun which resulted in the establishment of guidelines for the preparation of an Environmental Impact Statement (EIS). This document offers an overview of the EIS.
