Each one draws on significant experience within his or her field. Terry Evans is Head of the Graduate School of Education at Deakin University. He was the foundation director of the Master of Distance Education course there and has extensive experience teaching undergraduate and postgraduate students. Daryl Nation is Deputy Head of the School of Humanities and Social Sciences at Monash University. He is Associate Professor in the School and divides his time between policy development, research and teaching.

Whilst primarily focusing on the Australian setting, this analysis is located within a broader frame of reference that includes the United Kingdom (UK), the United States of America (US), and the Organisation for Economic Cooperation and Development (OECD). Across these settings, comparative measures of learning have been seen as a policy ‘solution’ to the problem of ‘proving quality’ in a globalised and increasingly competitive higher education market. Comparative measures of learning depend on the specification of learning standards. Learning standards attempt to articulate the capabilities expected of graduates, and students’ achievement of these is determined through the practices of assessment carried out within institutions. Quality policy, learning standards and assessment practices all intersect within the broader umbrella of accountability, with relevance to governments, higher education providers, employers, parents, and students. The findings reported in this book highlight a number of policy influences, including the rising demands for national and international comparative data on learning standards to compare quality and inform student choice in a globally competitive market.

Book excerpt: In an era of globalization, internationalization of higher education (IHE) has been constructed as an almost inevitable trend and has become a common pursuit of many nations in their higher education (HE) policies. This book focuses on two nations, China and Australia, in terms of this trend. The broadest aim of this book was to find out the interactive relationships between global and national pressures in policy development by comparing the international HE policies in China and Australia. The three categories, overarching meta-policies at the macrolevel (nation), institution focused policies at the mesolevel (universities), and people focused policies at the microlevel (individuals) are documented and analyzed. Similarities and differences are identified. Similarities include promoting and deepening IHE as one important agenda in national policies at the macrolevel in the two nations, promoting transnational cooperation in the provision of HE at the mesolevel, as well as increasing international student numbers and encouraging an outflow of student learning and exchanges at the microlevel. Differences include China’s soft power initiatives and Australia’s appeal for the sustainability of international HE as a national priority in the area of IHE at the macrolevel; the focus on “World Class Universities” construction in China and strengthening the overall HE system in Australia; and different issues in relation to people mobility and brain circulation—specifically, encouraging more outflow of students and attracting more inflow of talents and international students in China, and over-reliance on international students financially in Australia. It is suggested that different responses to the global trends reflect the specificities of each nation and the ways path-dependent factors mediate global pressures. This comparison will facilitate a better understanding of how globalization has affected and been responded to in IHE policies and enable a better understanding of their path-dependent mediation through a focus on two specific sets of national policies.

This has led to a situation where not only the normal teacher-student relationship is inverted, academic professional autonomy is eroded and many students are short-changed, but where universities are becoming places whose leaders are no longer prepared to tell the truth and too few academics are prepared to insist they do. Book excerpt: This book is the culmination of three years of research into sexual violence policies and sexual consent education at post-secondary institutions across Canada. The prevalence of sexual violence has not changed in more than 30 years, and its reporting to police or school authorities has only waxed and waned over those years. In response, this book asks what can be done differently to reduce the number of victims and potential perpetrators? The book provides an environmental scan of over 120 post-secondary institutions (PSIs) across Canada as well as a deeper analysis of 7 PSIs that also include student and staff experiences and opinions. The three-year research project employed various phases to capture over 160 student voices and over 20 sexual violence staff and subject experts. Subject experts and students were also involved in reviewing the draft iterations of the proposed sexual consent education module. This book delivers readers with a broad-brush approach to understanding the landscape of sexual violence prevention and education services at PSIs across Canada. It provides a narrowed focus on 7 PSIs where student and staff survey responses and interviews provide positionality in response to the available literature. The book concludes with a proposed sexual consent education module, including its strengths and limitations, as a point of discussion for PSIs to include into their sexual violence prevention education repertoire. This book is intended for post-secondary audiences in Canada, North America, and elsewhere – for undergraduate and graduate students and faculty, staff, and administrators – where it is crucial to consider ways to address its prevalence and the ways we can incorporate prevention education into our campus communities.
