Book excerpt: Carleton University's School of Public Policy and Administration is a leading centre for the production of timely and insightful annual assessments of Canadian public policy. Rapidly developing changes in technology, scientific knowledge, and domestic and international environmental issues, force analysts to constantly update their assessments of how public policy is coping. Are governments leading, following, or falling behind other societal actors. Leading experts assess crucial innovation, science and environment issues such as climate change, northern pipeline development, urban sustainability, pesticide management, migratory birds, energy use, sustainable development policy tools, science management, and the international approach to governing intellectual property. This book addresses recent developments within the government of Canada and amongst key private and non-governmental players in this policy area. Governmental institutions and policies should be part of the solution to the complex array of science and technology and environment and development issues facing Canada today. Too often, it appears, they are also part of the problem. This volume explores the role of governments in a number of key areas.

Book Green Keynesianism and the Global Financial Crisis

Download or read book Green Keynesianism and the Global Financial Crisis written by Kyla Tienhaara and published by Routledge. This book was released on 2018-04-17 with total page 231 pages. Available in PDF, EPUB and Kindle. Book excerpt: It is widely accepted that limiting climate change to 2°C will require substantial and sustained investments in low-carbon technologies and infrastructure. However, the dominance of market fundamentalism in economic thinking for the past three decades has meant that governments have generally viewed large spending programs as politically undesirable. In this context, the Global Financial Crisis (GFC) represented a huge opportunity for proponents of public investment in environmental projects or "Green Keynesianism". This book examines the experience of Australia, Canada, Japan, Korea, and the United States with Green Keynesian stimulus programs in the wake of the GFC. Unfortunately, on the whole, the cases do not provide much optimism for proponents of Green Keynesianism. Much less funding than was originally allocated to green programs was actually spent in areas that would produce an environmental benefit. Furthermore, a number of projects had negligible or even detrimental environmental outcomes. While the book also documents several success stories, the research indicates overall that more careful consideration of the design of green stimulus programs is needed. In addition to concrete policy advice, the book provides a broader vision for how governments could use Keynesian policies to work toward creating an "ecological state". This book will be of great interest to students and scholars of environmental politics, environmental economics, political economy, and sustainable development.

Download or read book The Roads from Rio written by Pamela Chasek and published by Routledge. This book was released on 2012-04-23 with total page 314 pages. Available in PDF, EPUB and Kindle. Book excerpt: At the 1992 United Nations Conference on Environment and Development, popularly known as the Rio Earth Summit, the world’s leaders constructed a new "sustainable development" paradigm that promised to enhance environmentally sound economic and social development. Twenty years later, the proliferation of multilateral environmental agreements points to an unprecedented achievement, but is worth examining for its accomplishments and shortcomings. This book provides a review of twenty years of multilateral environmental negotiations (1992-2012). The authors have participated in most of these negotiating processes and use their first-hand knowledge as writers for the International Institute for Sustainable Development’s Earth Negotiations Bulletin as they illustrate the changes that have taken place over the past twenty years. The chapters examine the proliferation of meetings, the changes in the actors and their roles (governments, nongovernmental organizations, secretariats), the interlinkages of issues, the impact of scientific advice, and the challenges of implementation across negotiating processes, including the Framework Convention on Climate Change, the Convention to Combat Desertification, the Convention on Biological Diversity, the Commission on Sustainable Development, the UN Forum on Forests, the chemicals conventions (Stockholm, Basel and Rotterdam), the Montreal Protocol on Substances that Deplete the Ozone Layer, the Convention on International Trade in Endangered Species, the Convention on Migratory Species and the International Treaty on Plant Genetic Resources for Food and Agriculture.
