Book excerpt: Master of Public Administration in Public Sector Management and Leadership This research proposal examines the reasons and causes of youth homelessness. It reviews the services and programs available to reduce youth homelessness. Organizations were negatively impacted by the COVID-19 pandemic, specifically by high employee turnover. The study is to determine the impact of high employee turnover during the COVID-19 pandemic on youth homelessness programs. The research approach used is the qualitative research method. The descriptive research design method will explore the current youth homelessness programs and services in Los Angeles. Qualitative data collection includes interviews with employees and program officers. In this study, 100 participants were selected and interviewed from different youth programs. The participants were interviewed in person or through a video-audio conferencing program. The expected findings will review the impact of the COVID-19 pandemic and the high employee turnover that adversely affected the operations of these programs, causing them to shut down or limit their services. A policy recommendation would be to allocate funding to future emergency planning.
