This publication contains initial findings from the 2003 assessment which included an examination of students' problem-solving skills, providing for the first time a direct assessment of life competencies that apply across different areas of the school curriculum. About one in five 15-year-olds in OECD countries can be considered a reflective, communicative problem solver, who is able to not only analyse a situation and make decisions, but can also cope with multiple conditions simultaneously. However, the report also reveals significant variations in performance results between countries. It also considers the influence of gender and student background in student performance and assesses the implications for policy development.
