Book excerpt: Online education has been a popular topic at public higher education institutions within the last decade, but its adoption at public higher education institutions has been a challenge. Many teachers view the adoption of new technologies as taking a risk with the way education is delivered, and it can often be an intimidating change (Guri-Rosenblit, 2009). The work and roles of faculty within higher education institutions implementing online education have been reshaped and redefined due to the integration of technology into the academic workplace (Tabata & Johnsrud, 2008). The development of online courses requires high levels of commitment by faculty, which can cause faculty to be reluctant (Hayes & Jamrozik, 2001). For online education be successful, faculty are a critical and core resource to the success of any distance education initiative. It is extremely important for education leaders to understand the roles of faculty are changing with the incorporation on online learning. Currently, there is an effort by higher education leaders, administrators, and politicians to increase student access and retention by incorporating the use of online education. As technology becomes a larger part of our daily lives, so will the impact it has on higher education. Online programs are becoming popular and are slowly moving away from the traditional model of teaching. Thus, this study examined the technological knowledge and skills of full-time faculty and the effectiveness of developing the curriculum for online courses. The study represented a quantitative research design by the use of an electronic questionnaire conducted through SurveyMonkey.com, an Internet-based survey tool. The data were collected through an online questionnaire sent to full-time faculty at the College of Education. A letter of consent including a link to the survey was emailed to 128 full-time faculty members. The sample for this study included 14 full-time faculty members at the College of Education. Findings of this research included whether full-time faculty in the College of Education at a 4-year public institution possessed the technical knowledge and skills to develop online courses and identify if online instruction was appropriate for graduate programs. The researcher identified that a majority of the participants had the technological platform needed to teach online courses; however, participants identified challenges with the development of online curriculum and only a small percentage felt they had the skills needed to develop online courses. The recommendation is to expand the research with other departments and universities since this research was only conducted with one particular department and university. Finally, further research should study how the development of online courses impacts student success.

Government has set a target of increasing the Gross Enrolment Ratio (GER) from the present level of about 12% to 15% by the end of XI Five Year Plan and to 30% by the year 2020. Various new initiatives are being taken by the Government to increase the GER under the head of Human Resource Development to increase competitive advantage of the Nation worldwide. According to recent survey only 10% of the university-age population, between the ages of 22 years and 35 years, have access to higher education (“Intergenerational and Regional Differentials in Higher Education in India”, Abusalesh Shariff, Economist). Developing countries like India nearly 60 to 70 percent of the total geographical area been covered with rural population those who never concentrate on realization of real depth of educational requirements. With the intention of enrolling students especially from rural working group who cannot afford for regular day college, concept of evening colleges came into existence. Evening colleges have taken dominant role in framing the future of lakhs of students unless would not have happen. There is a great criticism in part of evening colleges that there will be no scope for personality development, it just acts as factory for production of graduates and certificates. Respondents those who have done their higher education under the net of night college been placed in prestigious position. Collaboration of private and government undertakings in evening colleges made system more active and efficient with structured future long run strategies. In present paper authors made an attempt to have detailed evaluation of distance education system supported with systematic field work. Reputed two evening colleges each from Udupi and Dakshina Kannada District have given special weightage for statistical observation over the last five year starting from 2008-09. Even group of audience with night college background is considered to draw more realistic conclusion presided with questioners. Final interpretation and conclusion has been drawn using different statistical tools. Present paper would be used by researchers, post graduate students and other readers to explore and exploit further modified research opportunities in this field.

Book excerpt: Research suggests that more students with disabilities are pursuing higher education than in years past, and recent legislative changes, such as those in the Higher Education Opportunity Act and Post-9/11 Veterans Educational Assistance Act of 2008, have the potential to increase the number and diversity of this population. GAO was asked to examine (1) what is known about the population of postsecondary students with disabilities; (2) how postsecondary schools are supporting students with disabilities; (3) what challenges, if any, schools face in supporting these students; and (4) how the Department of Education is assisting schools in supporting these students. To conduct this work, GAO analyzed federal survey and some state data; conducted site visits; interviewed agency officials, disability experts, school officials, and students; and reviewed laws, regulations, and literature. To improve access to quality higher education for students with disabilities, GAO recommends that the Secretary of Education develop and implement a coordinated approach to optimize agency resources and knowledge in providing technical assistance to postsecondary schools in supporting students with disabilities. Education agreed with our recommendation and plans to create a work group to develop and implement a coordinated approach to providing technical assistance. With the University of California and California State University systems contemplating significant reductions in 2009-2010 enrollment, more students planning to attain a bachelor's degree are expected to enroll in state community colleges next year, even as state revenues are projected to drop further. State policy makers will face difficult choices as they allocate already-scarce resources and attempt to support the community college system that is one of California's largest and most cost-effective educational institutions.
