This makes it important, as countries plan for recovery, to undertake reforms to reduce the skills shortages that the previous growth episode exposed. Education systems have a very important role to play in creating the right skills. But education systems in the region fall short of the demands of their economies in two major ways. The first is that despite high levels of enrollment they do not produce enough graduates with the right skills. Students graduate with diplomas, not with skills, because the quality of the education for many students is poor. In large part this is because education systems remain focused on providing an excellent education to a few at the expense of improving the quality of learning for the majority. Moreover, the systems are still making the transition from teaching the basics to inculcating higher order skills such as critical-thinking and problem solving. The second way in which education systems fall short is that outside of a few countries in the EU there are few opportunities for adults to retrain, or acquire new skills. This book argues that generating more of the right skills requires a fundamental change of approach in the education systems in the region so that they aim for, and deliver, higher quality education for the vast majority of students (“not just diplomas but skills”). To start with, education systems need to “turn the lights on” and take seriously the measurement of what students actually learn as opposed to measurement of the inputs into the education process on the implicit assumption that learning follows. Policy makers also need to move away from the focus on inputs and processes and increase the emphasis on incentives.

Although relative latecomers on the international scene, the Central Asian states see themselves as globalized, and yet in spite of – or perhaps precisely because of – this, they hold a very classical vision of the nation-state, rejecting the abolition of boundaries and the theory of the ‘death of the nation’. Their unabashed celebration of very classical nationhoods built on post-modern premises challenges the Western view of nationalism as a dying ideology that ought to have been transcended by post-national cosmopolitanism. Marlene Laruelle looks at how states in the region have been navigating the construction of a nation in a post-imperial context where Russia remains the dominant power and cultural reference. She takes into consideration the ways in which the Soviet past has influenced the construction of national storylines, as well as the diversity of each state’s narratives and use of symbolic politics. Exploring state discourses, academic narratives and different forms of popular nationalist storytelling allows Laruelle to depict the complex construction of the national pantheon in the three decades since independence. Book excerpt: Central Asia is a large and understudied region of varied geography, ranging from the high passes and mountains of Tian Shan, to the vast deserts of Kyzyl Kum, Taklamakan to the grassy treeles steppes. This region is faced with adverse conditions, as much of the land is too dry or rugged for farming. Additionally, the rich specific and intraspecific diversity of fruit trees and medicinal plants is threatened by overgrazing, oil and mineral extraction, and poaching. Countless species from the approximately 20 ecosystems and 6000 plant taxa are now rare and endangered. Traditional vegetation studies in this region are far from adequate to handle complex issues such as soil mass movement, soil sodicity and salinity, biodiversity conservation, and grazing management. However, data analysis using a Geographical Information System (GIS) tool provides new insights into the vegetation of this region and opens up new opportunities for long-term sustainable management. While vegetation planning can occur at a property scale, it is often necessary for certain factors, such as salinity, to be dealt with on a regional scale to ensure their effective management. GIS increases the effectiveness and accuracy of vegetation planning in a region. Such regional planning will also greatly increases biodiversity values. This book systematically explores these issues and discuses new applications and approaches for overcoming these issues, including the application of GIS techniques for sustainable management and planning. Professional researchers as well as students and teachers of agriculture and ecology will find this volume to be an integral resource for studying the vegetation of Central Asia.

The collapse of the Soviet Union in 1991, led to the birth of fifteen countries including the five Central Asian republics, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. When the USSR ceased to exist, so did the centralised Soviet resource distribution system that managed the exchange and allocation of water, energy, and food supplies. A whole new set of international relations emerged, and the newly formed Central Asian governments had to redefine the policies related to the exchange and sharing of their natural resources. This book analyses the role of state power in transboundary water relations. It provides an in-depth study of the evolution of interstate relations in Central Asia in the field of water from 1991-2015. Taking as a case study the planned construction of the Rogun and Kambarata dams in Tajikistan and Kyrgyzstan, the author examines various forms of overt and covert power shaping interstate relations and the way hegemonic and counter-hegemonic measures are put in place in an international river basin. He argues that the intimate correlation between the concepts of power and hegemony can offer key insights to the analysis and understanding of transboundary water relations. While the analytical focus is placed on state power, the book demonstrates that hegemonic and counter-hegemonic tactics represent the ways in which power is wielded and observed. Offering fresh theoretical interpretations to the subjects of power and counter-hegemony in the Aral Sea basin, this book puts forward the original circle of hydro-hegemony, an analytical framework in which the various forms of power are connective in the function of hegemony. Book excerpt: This book analyzes the Central Asian economies of Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan, from their buffeting by the commodity boom of the early 2000s to its collapse in 2014. Richard Pomfret examines the countries’ relations with external powers and the possibilities for development offered by infrastructure projects as well as rail links between China and Europe. The transition of these nations from centrally planned to market-based economic systems was essentially complete by the early 2000s, when the region experienced a massive increase in world prices for energy and mineral exports. This raised incomes in the main oil and gas exporters, Kazakhstan and Turkmenistan; brought more benefits to the most populous country, Uzbekistan; and left the poorest countries, the Kyrgyz Republic and Tajikistan, dependent on remittances from migrant workers in oil-rich Russia and Kazakhstan. Pomfret considers the enhanced role of the Central Asian nations in the global economy and their varied ties to China, the European Union, Russia, and the United States. With improved infrastructure and connectivity between China and Europe (reflected in regular rail freight services since 2011 and China’s announcement of its Belt and Road Initiative in 2013), relaxation of United Nations sanctions against Iran in 2016, and the change in Uzbekistan’s presidency in late 2016, a window of opportunity appears to have opened for Central Asian countries to achieve more sustainable economic futures.

Yet theorizing on the causes of state failure remains surprisingly limited. In State Erosion, Lawrence P. Markowitz draws on his extensive fieldwork in two Central Asian republics—Tajikistan, where state institutions fragmented into a five-year civil war from 1992 through 1997, and Uzbekistan, which constructed one of the largest state security apparatuses in post-Soviet Eurasia—to advance a theory of state failure focused on unlootable resources, rent seeking, and unruly elites.In Tajikistan, Uzbekistan, and other countries with low capital mobility—where resources cannot be extracted, concealed, or transported to market without state intervention—local elites may control resources, but they depend on patrons to convert their resources into rents. Markowitz argues that different rent-seeking opportunities either promote the cooptation of local elites to the regime or incite competition over rents, which in turn lead to either cohesion or fragmentation. Markowitz distinguishes between weak states and failed states, challenges the assumption that state failure in a country begins at the center and radiates outward, and expands the "resource curse" argument to include cash crop economies, where mechanisms of state failure differ from those involved in fossil fuels and minerals. Broadening his argument to weak states in the Middle East (Syria and Lebanon) and Africa (Zimbabwe and Somalia), Markowitz shows how the distinct patterns of state failure in weak states with immobile capital can inform our understanding of regime change, ethnic violence, and security sector reform.
