Flexible Crossroads looks at the contemporary restructuring of British Columbia's forest economy, demonstrating how both resource dynamics -- the transition from old growth to managed forests -- and industrial dynamics -- changing technology and global market forces -- have shaped this transformation. Conceptually, the restructuring is portrayed as a shift from a commodity-based, cost-minimizing production system (Fordism) to a more product-differentiated, value-maximizing production system informed by the imperative of flexibility. McDougall examines Kierans' career from his appointment as president of the Montreal Stock Exchange in 1960 to his service as chairman of the Nova Scotia commission on the Charlottetown Accord during the early 1990s. He focuses on Kierans' relationship with René Lévesque in the government of Jean Lesage, his fights within the Trudeau cabinet over the reform of the post office and the development of the Anik satellite, and his criticisms of Canadian economic and resource policies in the 1970s. Using Kierans' ministerial and personal records, his publications and speeches, interviews with him and his former associates, and a variety of secondary sources, the author argues that much of what Kierans said and accomplished is unique and remains relevant to the economic and political problems of today. Kierans has demonstrated that powerful political forces often prevent good ideas and determined effort from improving public policy but he has also shown that thoughtful and responsible public service can at least raise the level of public debate.

Book excerpt: Since the expansion of democracy, and the election of the CCF Government in 1944, the people of Saskatchewan have consistently felt that natural resources should be developed for the benefit of all. [...] In Canada today, and in many other countries, economic rent from resource extraction and use is considered to be the difference between the basic international price of a commodity less all the costs of production - including exploration, development of the extraction process, operating the system, the capital invested and the transportation costs. [...] Economic rent under this definition would include the excess profits captured by the corporations, as well as the special taxes, fees and royalties, which are used by governments to try to appropriate a share of the rent for the general public - the legal owners of the natural resources. [...] The theory is that the private company responsible for the extraction owes royalties to the owners of the resource, the general public, and this should be considered a basic cost of production. [...] For example, in 2004-5 there was a major increase in the price of oil and natural gas unrelated to the cost of extraction, and the monopoly rent was captured by the private corporations and their owners.
