This book argues that now, as the continent emerges from the current crisis, it will be important to reconfigure current financing sources under a forward-looking framework that incorporates other non-traditional financing tools and mechanisms such as public-private partnerships, sovereign wealth funds, gender lens investing, new growth drivers, and emerging and disruptive technologies. Book excerpt: The 2015 United Nations resolution on Financing for Development stresses the importance of effective resource mobilization and use of domestic resources to pursue sustainable development. The first Sustainable Development Goal is to eradicate extreme poverty for all people everywhere by 2030. This paper proposes an accounting exercise to assess whether it is feasible for countries to eliminate poverty using only domestic resources, in other words, by mere redistribution. Moreover, the paper argues that the concentration of resources in the hands of fewer individuals in the society may hinder the feasibility of implementing effective fiscal policies (from the revenue side and the social spending side) to reduce poverty. The paper provides a new tool to assess the capacity of countries to eliminate poverty through redistribution, and a new tool to approximate the concentration of political influence in a country. The new methodologies are applied to the most recent surveys available for more than 120 developing countries. The findings show that countries with the same fiscal capacity to mobilize resources for poverty eradication differ widely in the political feasibility of such redistribution policies.

DRM is commonly defined as the mix of financial resources available to a government to fund its operations, including direct and indirect taxes, other revenue, and borrowing from local capital markets. This series of policy memos is primarily concerned with the tax or domestic revenue side of financial management impacts DRM and the policital side of DRM. The first two policy memos examined tax system reform and the role of donors. Donors have long provided support for tax reform, but since the adoption of the Millennium Development Goals in the 2000s, donor and recipient governments have increasingly placed local resources at the center of efforts to tackling development challenges. This conversation has gained importance in the last five years as the international development community adopted the more ambitious Sustainable Development Goals in 2015, which aim to end extreme poverty by 2030.

Book excerpt: Canadian communities are being forced to integrate planning for global issues (e.g. climate change and trade agreements) into systems that are already struggling with increased infrastructure costs, dwindling natural resources, and land-use development conflicts. Many are turning to sustainable community development as a means of integrating planning priorities, improving public participation, leveraging resources, and generating creative and practical solutions to shared economic, environmental, and social problems. However, despite integrating sustainable development principles into their planning and decision-making processes, few have succeeded in translating high-level sustainability goals and objectives into tangible projects in their communities. Why are some communities more successful at bridging the planning - implementation gap than others? This dissertation research develops a framework for mobilization for sustainable community development consisting of actors, motivations, and decision-making processes to explore the role of community mobilization in award winning sustainability case studies in urban (Toronto and Surrey), rural (Craik, Sk.) and First Nations (Rolling River, MB) contexts. The findings from the research stress the importance of linking institutional capacity and community-based processes in order to bridge the gap between planning and implementation. Linking institutional and community -based processes requires a shift in the way we think about planning and implementation as discrete entities, in the way options are evaluated and in how we engage as citizens and government in the decision-making process. These findings have important practical and theoretical implications for understanding sustainability initiatives. To advance sustainability, community engagement needs to go beyond planning processes. Communities need more than plans - they need committed leadership, resources and willingness to learn and adapt as they transition to more sustainable communities. The research indicates that planning processes are most effective when the outcome is not a plan but an increased capacity both of local governments and the broader community to address the complexity of sustainability implementation. Focusing on the relationship between values, structure and agency provides the foundation for greater theory building of mobilization for sustainable community development.
