Book excerpt: In the Forest Service, U.S. Department of Agriculture, mid-level vegetation maps (VMaps) provide baseline information needed for forest planning and analysis, resource assessment and monitoring, and fire and fuels modeling. Due to their relatively coarse scale, mid-level maps often omit rare but important vegetation communities, resulting in the need for a separate initiative to map these vegetation types. This report, funded by the Forest Service Remote Sensing Steering Committee, describes a process for mapping rare vegetation types using an existing mid-level VMap and associated geospatial data, and for updating the existing map to create a thematically-refined VMap that includes the rare classes. It illustrates the process by highlighting a project conducted by the Remote Sensing Applications Center (RSAC) for the Custer National Forest, which involved mapping rare, woody deciduous vegetation communities within the Sioux Ranger District.

Kerala attempted a novel programme of the Peoples Plan Campaign in 1996. A few months prior to this, the Integrated Rural Technology Centre, a research wing of the Kerala Sasthra Sahithya Parishad initiated an Action Research Programme in five panchayats to evolve a set of models of participatory planning for sustainable development and to create micro-level organizational structures to carry out them. While Uganda’s co-management policy framework is well-developed, key resources for implementation are lacking, enforcement is poor, and the relations between stakeholders are unequal. Poor rural resource users face significant challenges to effectively participate in fisheries decision-making. This case study demonstrates the progress that can be made using a collaborative approach to catalyze community-led actions linking public health, sanitation and environmental conservation in difficult circumstances, even over a relatively short time period. Multistakeholder dialogue can bring to light the sources of conflict, pinpoint governance challenges, and identify opportunities for institutional collaboration to address community needs. At the same time, the process can help build trust, confidence in collective action and public accountability.
