Download or read book Final Site Safety and Health Plan for Phase II RCRA Facility Investigation Fort Benjamin Harrison Marion County Indiana written by and published by . This book was released on 1996 with total page 349 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Environmental Protection Agency (EPA) requires that all environmental monitoring and measurement efforts mandated or supported by EPA participate in a centrally managed Quality Assurance (QA) program. Any party generating data under the centrally managed QA program described in this plan has the responsibility to implement minimum procedures to ensure that the precision, accuracy, representativeness, completeness, and comparability of its data are known and documented. To essure that responsibility is met uniformly, each party must prepare a written QA Project Plan (QAPjP) covering each project the party is to perform. This QAPjP presents the organization, objectives, functional activities, and specific QA activities and quality control (QC) performance criteria associated with the Resource Conservation and Recovery Act (RCRA) Facility Investigation (RFI) for Fort Benjamin Harrison (FBH), Marion County, Indiana. This QAPjP also describes the specific protocols that will be followed for sampling, sample handling and storage, chain of custody, and field and laboratory analysis. QA/QC procedures presented in this QAPjP are in accordance with applicable professional technical standards, EPA requirements, government regulations and guidelines, and specific project goals and requirements. This QAPjP is prepared by HLA to fulfill the requirements of the USAEC under the Total Environmental Program Support (TEPS) Contract DAA15-91-D-0013 in accordance with EPA QAPjP guidance documents, Interim Guidelines and Specifications for Preparing Quality Assurance Project Plans (QAMS-005/80) (EPA, 1986), and the Region V Model QAPjP (EPA, 1991c).

This book was released on 1988 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Within the confines of the Oak Ridge Gaseous Diffusion Plant (ORGDP) are hazardous waste treatment, storage, and disposal facilities; some are in operation while others are no longer in use. these solid waste management units (SWMUs) are subject to assessment by the US Environmental Protection Agency (EPA). The RCRA Facility Investigation (RFI) Plans are scheduled to be submitted for all units during calendar years 1987 and 1988. The RFI Plan - General Document (K/HS-132) includes information applicable to all the ORGDP SMWUs and serves as a reference document for the site-specific RFI plans. This document is the site-specific RFI Plan for the K-1004 Area Lab Drain (ALD) and the K-1007-B Pond. This plan is based upon requirements described in the draft document, RFI Guidance, Vols. I-IV, December 1987 (EPA 530/SW-87-001). This unit is regulated by Section 3004(u) of the 1984 Hazardous and Solid Waste Amendments (HSWA) to the Resource Conservation Recovery Act (RCRA). Contained within this document are geographical, historical, operational, geological, and hydrological data specific to the K-1004 ALD and the K-1007-B Pond. The potential for release of contamination through the various media to receptors is addressed. A sampling plan is proposed to further determine the extent (if any) of release of contamination to the surrounding environment. Included are health and safety procedures to be followed when implementing the sampling plan. Quality control (QC) procedures for remedial action occurring on the Oak Ridge Reservation (ORR) are presented in 'The Environmental Surveillance Procedures Quality Control Program, Martin Marietta Energy Systems, Inc., (ESH/Sub/87-21706/1), and quality assurance (QA) guidelines for ORGDP investigations are contained in The K-25 Remedial Actions Program Quality Assurance Plan, K/HS-231.

This book was released on 1993 with total page 393 pages. Available in PDF, EPUB and Kindle. Book excerpt: The enactment of the Resource Conservation and Recovery Act (RCRA) in 1976 and the Hazardous and Solid Waste Amendments (HSWA) to RCRA in 1984 created management requirements for hazardous waste facilities. The facilities within the Oak Ridge Reservation (ORR) were in the process of meeting the RCRA requirements when ORR was placed on the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) National Priorities List (NPL) on November 21, 1989. Under RCRA, the actions typically follow the RCRA Facility Assessment (RFA)/RCRA Facility Investigation (RFI)/Corrective Measures Study (CMS)/Corrective Measures implementation process. Under CERCLA the actions follow the PA/SI/Remedial Investigation (RI)/Feasibility Study (FS)/Remedial Design/Remedial Action process. The development of this document will incorporate requirements under both RCRA and CERCLA into an RI work plan for the characterization of Bear Creek Valley (BCV) Operable Unit (OU) 2.

Book excerpt: This report describes the borehole geophysical logging performed at selected monitoring wells at waste area grouping (WAG) 6 of Oak Ridge National Laboratory in support of the WAG 6 Resource Conservation and Recovery Act Facility Investigation (RFI). It identifies the locations and describes the methods, equipment used in the effort, and the results of the activity. The actual logs for each well logged are presented in Attachment 1 through 4 of the TM. Attachment 5 provide logging contractor service literature and Attachment 6 is the Oak Ridge National Laboratory (ORNL) Procedure for Control of a Nuclear Source Utilized in Geophysical logging. The primary objectives of the borehole geophysical logging program were to (1) identify water-bearing fractured bedrock zones to determine the placement of the screen and sealed intervals for subsequent installation, and (2) further characterize local bedrock geology and hydrogeology and gain insight about the deeper component of the shallow bedrock aquifer flow system. A secondary objective was to provide stratigraphic and structural correlations with existing logs for Hydraulic Head Monitoring Station (HHMS) wells, which display evidence of faulting.

This book was released on 1997 with total page 632 pages. Available in PDF, EPUB and Kindle. Book excerpt: Environmental investigations were conducted during 1993-1995 at eleven solid waste management units (SWMUs) or sub-SWMUs at the Tooele Army Depot-North Area (TEAD-N) as part of a Phase II Resource Conservation and Recovery Act (RCRA) Facility Investigation (RFI) under the terms of a State of Utah Corrective Action Permit. Environmental sampling and an ecological survey were conducted at each SWMU to determine the horizontal and vertical extent of waste constituents found to be during a present previous Phase I RFI at TEAD-N. The generated data were used to perform risk assessments for each of the investigated SWMUs. A total of 299 soil samples, two sediment samples, seven water samples, and two total suspended particulate (air filter) samples were collected during the Phase II sampling, as well as 19 background soil samples. Based on the Phase I and Phase II sampling results, and the subsequent risk assessments, two SWMUs are recommended for no further action under the current Corrective Action Permit and nine SWMUs or sub-SWMUs are recommended for RCRA Corrective Measures Studies (CMS) based on possible risks to on-site workers or the environment.
