Book excerpt: The paper analyzes the United Nations Security Council (Draft) resolutions and statements concerning Haiti (1993-94 period), Burma (2007-2008 period) and Zimbabwe (2008) for the purpose of discerning whether there is or is not an inchoate trend towards just governance in the Security Council resolutions and deliberations of 'internal situations' of certain member States. It concludes that even if there is a very rough indication that this was arguably the case with the Haitian resoultions (in 1993 and 1994) those resolutions appear to be sui generis and that even if a very shaky and tentative determination can be made that UN Security Council has been less 'unconcerned' about situations concerning just governance than it had been in the 1960s, 1970s and 1980s power and regional politics still trumps such any inchoate trends towards just governance.
