Book excerpt: The European welfare systems, established after the Second World War, have been under sustained attack since the late 1970s from the neoliberal drive towards a small state and from the market as the foremost instrument for the efficient allocation of scarce resources. After the 2008 financial crash, Europe's high tax and generous benefits welfare states were, once again, blamed for economic stagnation and political immobilism. If anything, on the contrary, the long decade of the Great Recession proved that the welfare state remained a fundamental asset in hard times, stabilizing the economy, protecting households and individuals from poverty, reconciling gendered work and family life, while improving the skills and competences needed in Europe's knowledge economy and ageing society. Finally, the Covid-19 pandemic has, unsuprisingly, brought back into the limelight the productive role of welfare systems in guaranteeing basic security, human capabilities, economic opportunities and democratic freedoms. In this important contribution, Anton Hemerijck and Robin Huguenot-Noel examine the nature of European welfare provision and the untruths that surround it. Book excerpt: There is growing evidence that the current globalised agri-food system is neither sustainable nor resilient. It is responsible for around one third of the global GHG emissions and is a major driver of biodiversity loss. Furthermore, its structure and distribution mode do not provide food security for all and foster socio-economic inequalities between different parts of the planet. Consequently, an increasing number of scientists and members of the civil society are demanding a radical transformation of agri-food systems. The creation of alternative food networks (AFNs) represent a possible first step towards agri-food system transformation. AFNs can incorporate local, indigenous and innovative knowledge and bring together a diversity of actors to connect food production and consumption and create new practices and relationships around food. The creation of AFNs, and ultimately of Alternative Food Systems (AFS), should involve different actors, from farmers to social movements, from policymakers to scientists. AFNs have the potential to contribute to a transformation towards sustainable, just, resilient and productive food systems, but even though they have increased in numbers and organisational forms in recent years, they still remain in a niche. Consequently, scientific evidence of their performance is still limited. This research topic will contribute to a comprehensive, multi-scalar and critical (e.g. including potential counter-effects) understanding of the current state and future potential of AFNs. It will address multiple aspects, ranging from social, economic and environmental aspects to productivity, participation and justice. Moreover, it will highlight the role of governance, power relations and institutions, as well as barriers and ways forward to promote AFNs and their role in food system transformation.

Financial Schemes for Resilient Flood Recovery investigates how the implementation of financial schemes (government relief subsidies, insurance schemes, buy-outs, etc.) might increase flood resilience. The chapters included in this edited volume address the following questions: Shall government relief subsidies exist when there is flood insurance in place, and, if so, how might they both be coordinated? Where (or how) to decide about build back better incentives and where to go for planned relocation programs? What is the distributional equity of financial schemes for flood recovery, and has it been sufficiently treated? The book covers different approaches to flood recovery schemes with specific intervention rationales in different countries. Empirical evidence provided clearly shows the great diversity of financial flood recovery schemes. This diversity of state-funded schemes, private-based insurance schemes, and hybrids as well as planned relocation schemes indicates a lack of a consistent and strategic approach in flood risk management and flood resilience about flood recovery. In this volume, the authors identify the conditions under which populist parties become inimical to political and societal pluralism. They offer in-depth analyses of the trajectory of populist parties in eleven European Union countries (Austria, Belgium, Czech Republic, France, Germany, Hungary, Italy, The Netherlands, Poland, Romania, and Spain). The book shows that, reflecting the diversity of national contexts, there are multiple pathways whereby populist parties’ power can remain contained and subject to democratic checks and balances. Moreover, populist parties can — at times voluntarily, at other times by force of external conditions — come to adhere to the democratic rules of the game. On this basis, the volume outlines different ways in which European democracies can successfully accommodate populist parties through strategies that carefully navigate between the extremes of uncritical acceptance and outright ostracization. In addition, the current war scenario could impact the demand for agricultural and food products by changing consumers' purchasing habits. Increasing the resilience of agri-food systems may need to become a priority for many national economic systems. In this scenario, the routes to achieve resilient agrifood systems are numerous and include reducing agriculture's dependence on energy, energy-intensive imports and raw material imports. Resilience also requires diversified import sources and market outlets through sound multilateral and bilateral trade policy.
