In today's uncertain and turbulent times, supply chain disruptions have become an issue of significance for every industry. With globalization and lean trend, supply chains have become extremely complex, increasing supply chain risk. The challenge to business today is to build more resilience in supply chains to mitigate and tackle that risk. The research begins with the theoretical starting point of resilience and builds on the empirical research to understand the supply chain disruptions during pandemic. The mixed methods approach explores on and identifies the disruptions faced by supply chain professionals during pandemic and the factors necessary to build the resilience in supply chains, via interviews in qualitative phase and through surveys in quantitative phase. This study also focusses on identifying the root causes of disruptions, using the system thinking approach. With the information gathered from the analysis of qualitative and quantitative data, recommendations are summarized to overcome the identified disruptions, with quick fixes, pandemic coping mechanisms and strategic solutions. This concluded with the potential enablers and framework to build resilience in complex supply chain networks.

Book excerpt: In the past decade, events like 9/11 terror attacks, the recent financial crisis and other major crisis has proved that there is strong interaction and interdependency of a supply chain network with its external environments in various channels and thus a need to focus on building resiliency (in short, the ability of the system to recover from damage or disruption) of the entire network system. Although literature has discussed some way of improving resiliency of an individual firm which is a member of the network system, it lacked to capture a holistic view of the supply chain network. Pertaining to this observation, this work proposes to improve resiliency of a supply chain network from a systems perspective rather concentrate on an individual firm. For this purpose, this thesis proposes a conceptual framework to promote early identification and timely information of the disruptions arising in a supply chain network and timely sharing of this information among all the members of the network. The key principle emphasized in this thesis is that recovery from an inevitable disruption has a better possibility if a member of the supply chain network has an early indication or knowledge of the upcoming disruption. A discrete event dynamic system simulation tool called Petri nets is utilized to realize the proposed conceptual framework. Furthermore, the practical benefits and implications of the proposed model and tool are demonstrated with help of two case studies. This thesis has several contributions to the field of operation management and supply chain. First, a new paradigm for supply chain management to avoid large scale failures such as financial crisis is available to the field, which may be applied by governments or regulatory bodies. Second, a new framework which allows for a quantitative analysis of failures of an entire supply chain network is available to the field, which is easy to be used. Third, a novel application of Petri nets to this new problem in sup.

This is, in part, because no comprehensive, data-driven model of supply chain networks exists. Without such models communities cannot re-establish the level of connectivity required for timely restoration of goods and services. This dissertation builds a model of supply chain interdependent critical infrastructure (SCICI) as a complex adaptive systems problem. It defines model elements, data needs/element, the interdependency of critical infrastructures, and suggests metrics for evaluating success. Previous studies do not consider the problem from a systematic view and therefore their solutions are piecemeal, rather than integrated with respect to both the model elements and geospatial data components. This dissertation details a methodology to understand the complexities of SCICI within a real urban framework (St. Louis, MO). Interdependencies between the infrastructures are mapped to evaluate resiliency and a framework for quantifying interdependence is proposed. Book excerpt: As supply chains expand globally and companies pursue speed, efficiency, and reduction in cost, the probability of disruptions propagating through the network grows. There are many documented threats to global supply chains: political instability, natural disasters, dock strikes, poor product quality, communications failures, currency risks, cyber-attacks, and recently a pandemic. These disruptions often incur additional costs and require time to respond and recover from these disruptions. Companies realize the importance of resilience in the supply chain network. However, due to the complex nature of the network, traditional processes, and outdated technology, the leadership team cannot make proper decisions against such disruptions. On the other hand, we found evidence of the importance of interactive visualization in decision-making. This research project introduces the application of interactive visualization in supply chain resilience decision-making. The application can be broken down into three parts. Firstly, a backend mixed-integer linear programming model that solves for a minimum total cost based on the inputs. Secondly, a front-end UI allows users to create any disruption scenarios using parameters - geography, time period, product, to visualize disruption such as demand variation, a shutdown of transshipment location, or a change in transportation mode. Lastly, a JSON file that connects the front and back end seamlessly. We use the application to create scenarios that are relevant for a multinational company. For the first use case, we explore the consequences of a shutdown of airports near distribution centers. For the second use case, we explore the availability of more than one transportation mode per lane. We analyze the results from the use cases to plan mitigation strategies for any such disruptions in the future. In conclusion, by creating scenarios and visualizing the network in a single and easy-to-understand application, we facilitate decision-making to test the network's resilience.

In the third quarter of 2017, Hurricanes Harvey, Irma and Maria revealed some significant vulnerabilities in the national and regional supply chains of Texas, Florida, the U.S. Virgin Islands, and Puerto Rico. The broad impacts and quick succession of these three hurricanes also shed light on the effectiveness of the nation's disaster logistics efforts during response through recovery. Drawing on lessons learned during the 2017 hurricanes, this report explores future strategies to improve supply chain management in disaster situations. This report makes recommendations to strengthen the roles of continuity planning, partnerships between civic leaders with small businesses, and infrastructure investment to ensure that essential supply chains will remain operational in the next major disaster. Focusing on the supply chains food, fuel, water, pharmaceutical, and medical supplies, the recommendations of this report will assist the Federal Emergency Management Agency as well as state and local officials, private sector decision makers, civic leaders, and others who can help ensure that supply chains remain robust and resilient in the face of natural disasters.

Book excerpt: There is an increasing interest in the resilience of supply chains given the growing awareness of their vulnerabilities to natural and man-made hazards. Contemporary academic literature considers, for example, so-called resilience enablers and strategies, such as improving the nature of collaboration and flexibility within the supply chain. Efforts to analyse resilience tend to view the supply chain as a complex system. The present research adopts a distinctive approach to the analysis of supply resilience by building formal models from the perspective of the responsible manager. Dynamic Bayesian Networks (DBNs) are selected as the modelling method since they are capable of representing the temporal evolution of uncertainties affecting supply. They also support probabilistic analysis to estimate the impact of potentially hazardous events through time. In this way, the recovery rate of the supply chain under mitigation action scenarios and an understanding of resilience can be obtained. The research is grounded in multiple case studies of manufacturing and retail supply chains, involving focal companies in the UK, Canada and Malaysia, respectively. Each case involves building models to estimate the resilience of the supply chain given uncertainties about, for example, business continuity, lumpy spare parts demand and operations of critical infrastructure. DBNs have been developed by using relevant data from historical empirical records and subjective judgement. Through the modelling practice, It has been found that some SC characteristics (i.e. level of integration,structure, SC operating system) play a vital role in shaping and quantifying DBNs and reduce their elicitation burden. Similarly, It has been found that the static and dynamic discretization methods of continuous variables affect the DBNs building process. I also studied the effect of level of integration, visibility, structure and SC operating system on the resilience level of SCs through the analysis of DBNs outputs. I found that the influence of the integration intensity on supply chain resilience can be revealed through understanding the dependency level of the focal firm on SC members resources. I have also noticed the relationship between the span of integration and the level of visibility to SC members. This visibility affects the capability of SC managers in the focal firm to identify the SC hazards and their consequences and, therefore, improve the planning for adverse events. I also explained how some decision rules related to SC operating system such as the inventory strategy could influence the intermediate ability of SC to react to adverse events. By interpreting my case data in the light of the existing academic literature, I can formulate some specific propositions.

Book excerpt: Due to their complex networked nature of diverse interconnected and interdependent actors, supply chains have never been more prone and fragile to instability, which has been generated by a massive increase in natural and man-made disasters over the past decades and is becoming the norm. It has become impossible to ignore and eliminate the instability that exists. Being able to cope with this instability becomes an inescapable challenge and a strong expectation of managers. To meet this need, our works study the applicability of the Physics of Decision (PoD) approach, an innovative approach to decision support based on the laws of motion of classical physics. In this approach the focus is on developing a theoretical and mathematical framework to model the impact of risks and opportunities disrupting a supply chain as physical forces, deviating it like an object from its performance objectives in its multidimensional performance framework, built from its quantitative key performance indicators. This strong connection between the achievement of the performance objectives of a supply chain and its exposure to risks and opportunities through the use of physical laws is a strong contribution of the PoD approach. It allows (1) to examine the evolution of the supply chain in its performance framework through a kinematic analysis of its multidimensional performance trajectory and (2) to propose a reactive and predictive analysis based on the identified physical forces. Thus, being able to assess and formalize these deviation forces is one of the major challenges for the application of the PoD approach. Due to the unpredictable and unquantifiable nature of disruptions, supply chain risk and opportunity management cannot simply list the forces impacting it. In this highly volatile environment, supply chains need to build resilience (their ability to resist, adapt and respond to disruptions). In the literature, two definitions of supply chain resilience can be distinguished: engineering resilience (the speed of return to equilibrium) and ecological resilience (the amount of extrinsic forces it is able to withstand). Our research seeks to investigate the contributions of the PoD approach to measure in a single approach these two fundamental views of resilience, which to our knowledge has never been proposed. The contributions of the PoD approach also lie in the mastery of the performance framework (seen as a space at the heart of the decision process) and the theoretical calculation of the overall performance of a supply chain observed as a multidimensional trajectory. However, for systems such as supply chains, it is rare for managers to limit themselves to the observation of three indicators. It is therefore imperative to find a way to make these results easy to handle and visualizable in a more than three-dimensional framework. Virtual reality is the solution being explored to immerse decision-makers in a virtual version of the performance framework, in which they can visualize and interact with trajectories and forces, opening the door to a new generation of performance dashboards.
