In efforts to better approximate water conservation potential, an hourly soil water balance (SWB) was developed as an alternative to the industry standard, the daily SWAT test, for evaluating irrigation adequacy, a measure of under-irrigation, and scheduling efficiency, a measure of over-irrigation. The hourly SWB better matched the deterministic soil water model compared to the daily SWAT test thus improving estimates of volumetric water content in a shallow root zone. Additionally, the hourly SWB was preferential to the daily SWAT test based on the combination of more accurate landscape programming required to obtain high performance scores and the realistic representation of soil water movement by hourly SWB resulting in a more accurate translation of SWAT scores to controller performance in the landscape. As a result, the hourly SWB should be used as an alternative method for testing ET controllers that will more accurately reflect true soil-water relationships thus allowing for the estimation of water conservation potential.

(4) Assess an irrigation water conservation campaign where compliance is compared at the household level. Upon observation of homes with different technology levels, the soil moisture sensor treatment yielded the greatest savings; with 65% less water applied or irrigation than the meter only treatment. In addition to volume of water use, irrigation frequency was determined; again the soil moisture sensor treatment resulted in the lowest number of irrigation events, which were half to a third less than the other study homes. Surveying the irrigation water use practices and level of community knowledge of water source, conservation, technologies, and policy provided the following conclusions: misunderstanding of plant water needs, influence of watering restrictions water source, and property value and size. Efficient irrigation practices cannot only rely on the intelligence of a "smart" controller. The impact of human behavior is a major factor: a controller irrigates, a person waters.

Present problems are aggravated by aging and neglected facilities, by inadequate financing and by water management institutions reflecting the needs of an earlier era. Service needs to be provided for expanding populations, at the same time that corrective measures must be taken for decaying older urban centers, resulting both from neglect and expiring service life. These needs exist within the framewode of other competing and conflicting uses for existing and yet to be developed water sources. The problems have generated some highly visible national debates over financing due to the large sums involved. Despite differences in the age of the North American, European and other societies, the technological ages of water supply and storm water systems are much the same and provide a common denominator in the worldwide trend to urbanization. Examination of approaches to urban water management also indicates that they are generally based on past experience and institutions created in a non-urban era. The physical, financial and institutional alternatives are consequently often out-of-step with current urban environment. Historically, the supply of adequate water and efficient storm water management have also been top priority items with water quality and other aspects of environmental protection assuming a lower priority after basic supply needs have been met.
