Book Active Component Support to Reserve Component Training

Download or read book Active Component Support to Reserve Component Training written by Richard E. Arnold and published by . This book was released on 2003 with total page 26 pages. Available in PDF, EPUB and Kindle. Book excerpt: Given the dynamics of the Army transformation, the time is right to improve upon the existing Active Component/Reserve Component (AC/RC) training support organization and correct deficiencies in the command and control and organizational structure. A streamlined, efficient organization is needed to improve AC/RC integration efforts and maintain quality training assistance for the RC. A single component structure is not the answer. Rather, a further integrated approach is needed to break the barrier created by the perception of AC oversight and place the United States Army Reserve (USAR) and Army National Guard (ARNG) on equal status with the active component and in a position to assume greater responsibility for their own readiness. The AC/RC training support organization has evolved over the past 15 years. The latest program, Training Support XXI (TS XXI), was implemented in 1999. Both the CONUSAs and the U.S. Army Reserve Command (USARC) control training resources, causing commands subordinate to the CON USA and USARC to work for two headquarters. Redundancy and lack of unity in command complicate the flow of personnel and money to training support units. A new structure should provide a single channel for the flow of resources. Additionally, one headquarters needs to command and control the training support assets, regardless of that headquarters' component.

Available in PDF, EPUB and Kindle. Book excerpt: Pursuant to a congressional request, GAO: (1) examined how well the Army was preparing its reserve general support maintenance units to perform their wartime missions; and (2) assessed actions underway to improve their capability. GAO found that: (1) although 51 of 56 units GAO surveyed had received some missions guidance as of May 1990, 22 units had not received guidance identifying the specific equipment they would be expected to repair during combat; (2) many reserve general support units did not use their limited training time to develop and sustain maintenance proficiency, and between 42 percent and 50 percent of their mechanics were not prepared to perform their wartime tasks; (3) excessive administrative demands, the lack of mission-essential equipment, and the wide geographic dispersion of units from potential repair sources adversely affected the efficient use of reserve units' limited training time; (4) the Army lacked a system to evaluate reserve unit or individual proficiency, and was not aggressively pursuing actions to develop such a system; (5) although the Army implemented such initiatives to improve reserve maintenance capability as a Hands-On Training Program, Regional Training Sites-Maintenance Program, and the Overseas Reserve Maintenance Training Program, they may not ensure the general support maintenance units' preparation for wartime missions; and (6) the Iowa National Guard developed initiatives to measure and track the proficiency of unit mechanics performing general support-level repairs and ensure that certain training weekends are dedicated to primary mission tasks.

Book Reserve Forces

Download or read book Reserve Forces written by Sharon L. Pickup and published by DIANE Publishing. This book was released on 2009-12 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Army's strategy for training its reserve component (RC) calls for units to conduct training on the primary missions for which they were organized and designed as well as the missions units are assigned in support of ongoing operations. The training is to be conducted over a 5-year cycle with a focus on primary missions during the early years and assigned missions during the later years. This report assessed the extent to which: (1) the Army is able to execute its strategy for training RC forces for their primary and assigned missions; (2) mobilization and deployment laws, reg¿s., and policies impact the Army's ability to train and employ these forces; and (3) access to mil. schools and skill training facilities and ranges affects the preparation of RC forces.

Book Training Readiness in the Army Reserve Components

Book excerpt: This report documents research on the training readiness of high-priority Army Reserve Component (RC) units that participated in the Army's training enhancement pilot program, "Bold Shift," in 1992. The authors seek to understand the training achievements and shortfalls that were experienced, to identify key factors underlying training readiness, and to suggest potential improvements. The initial implementation of Bold Shift was very successful in many ways. The main features of the program -- training to achieve more realistic pre-mobilization goals, new concepts for field training, and closer ties between the active and reserve components -- seemed to be moving in the right direction and well worth continuing. A large majority of unit members who were surveyed regarded Bold Shift as effective in improving the readiness of their unit for its wartime mission. The vast majority felt that the program should be continued, and, with only slightly less unanimity, believed that the program should be expanded to other RC units. While successful in concept and features, the program has not been able to bring most units to their pre-mobilization training and readiness goals. Results suggest that the pre-mobilization goals for Combat Support and Combat Service Support units may be attainable if continued improvements can be made. For combat units, the results appear less optimistic. In all cases, personnel readiness -- having sufficient trained and deployable personnel -- is a challenge. The report summarizes these and other issues under five major areas: unit training, annual training, personnel readiness, leader training, and monthly drill training. (52 tables, 56 refs.).

Book The Place of the Hidden Moon

Download or read book The Place of the Hidden Moon written by Edward C. Dimock and published by University of Chicago Press. This book was released on 1989-10-15 with total page 331 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Vaisnava-sahajiya cult that arose in Bengal in the sixteenth century was an intensely emotional attempt to reconcile the sensual and the ascetic. Exploring the history and doctrine of this cult, Edward C. Dimock, Jr., examines the works of numerous poets who are the source of knowledge about this sect. Dimock examines the life of the saint Caitanya, the mad Baul singers, the doctrines of Tantrism, the origins of the figure of Radha, and the worship of Krishna. His study will appeal to students of the history of religion as well as of Indian culture. This edition includes a new Foreword by Wendy Doniger. "This is a magnificent book—painstakingly researched and gracefully written. . . . Professor Dimock's book is one of the most rewarding and stimulating studies to appear in recent years."—G. Richard Weldon, Journal of Asian Studies

Book Mobilization and Train up Times for Army Reserve Component Support Units

Download or read book Mobilization and Train up Times for Army Reserve Component Support Units written by Thomas F. Lippiatt and published by . This book was released on 1992 with total page 66 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report documents RAND research into the time it takes Reserve Component (RC) Support units (e.g., transportation personnel, engineers, military police, artillery personnel) to mobilize and prepare for deployment. The analyses are based on empirical data from 606 units that were called to duty during the Persian Gulf War in Operation Desert Shield (ODS). They provide a systematic method for estimating the post-mobilization preparation times of diverse types of support units. The analysis shows that the times depend on the unit's branch, size (weight of equipment), and mode of transportation (air or sea). Units deploying by air can be ready very quickly (8 to 25 days from call-up to the point when they are ready to load equipment for overseas shipment). Units deploying by sea take longer to prepare (typically 30 days, but up to 10 days more for heavy artillery units), but have more flexibility because they can continue some training while their equipment is in transit to the theater. The report illustrates how the results can make large differences in Active Reserve allocation decisions. The methodology, which was applied here to a notional Southwest Asia scenario, will allow defense planners to determine whether particular types of RC units can be available in time to respond to future contingencies. Section 2 provides an overview of ODS from the perspective of this study and describes the mobilization process followed by a typical RC unit in preparing for that operation. Section 3 describes the database used to support the quantitative analysis of the preparation times. Section 4 presents that analysis for units deploying by air and sea. Section 5 offers an example illustrating how the approach used here can help determine the division of support units between the Active and Reserve Components. The final section offers conclusions.
