Indeed, policies aimed at young workers have often been framed in ways that help secure conformity to a new employment landscape in which traditional securities have been progressively removed. Increasingly punitive welfare regimes have resulted in new hardships, especially among young women and those living in depressed labour markets. Framed by the ideas of Norbert Elias, Young People in the Labour Market challenges the idea that changing economic landscapes have given birth to a ‘Precariat’ and argues that labour insecurity is more deep-rooted and complex than others have suggested. Focusing on young people and the ways in which their working lives have changed between the 1980s recession and the Great Recession of 2008/2009 and its immediate aftermath, the book begins by drawing attention to trends already emerging in the preceding two decades. Drawing on data originally collected during the 1980s recession and comparing it to contemporary data drawn from the UK Household Longitudinal Study, the book explores the ways in which young people have adjusted to the changes, arguing that life satisfaction and optimism are linked to labour market conditions. At the time of enlargement, Polish migrants were characterised as being economically motivated, short-term migrants who would enter the UK for work purposes, save money and return home. However, over ten years after enlargement, this initial characterisation has been challenged with many of the once considered ‘short-term’ Poles remaining in the UK. In the case of Wales, the long-term impact of this migration is only starting to be fully realised, particularly in consideration of the different spatial areas – urban, semi-urban and rural – explored in this book. Such impact is occurring in the post-Brexit referendum period, a time when the UK’s position in the EU is itself complex and changing.

The 60s and 70s saw a strong role of planning, social engineering, etc but there has since been a move towards a more decentralised ‘community planning’ approach. The book examines urban planning and policy in the context of deeply contested space, where place identity and cultural affinities are reshaping cities. Throughout the world, contentions around identity and territory abound, and in Britain, this problem has found recent expression in debates about multiculturalism and social cohesion. These issues are most visible in the urban arena, where socially polarised communities co-habit cities also marked by divided ethnic loyalties. The relationship between the two is complicated by the typical pattern that social disadvantage is disproportionately concentrated among ethnic groups, who also experience a social and cultural estrangement, based on religious or racial identity. Navigating between social exclusion and community cohesion is essential for the urban challenges of efficient resource use, environmental enhancement, and the development of a flourishing economy. The book addresses planning in divided cities in a UK and international context, examining cities such as Chicago, hyper-segregated around race, and Jerusalem, acting as a crucible for a wider conflict. The first section deals with concepts and theories, examining the research literature and situating the issue within the urban challenges of competitiveness and inclusion. Section 2 covers collaborative planning and identifies models of planning, policy and urban governance that can operate in contested space.
