Book excerpt: April 1997 The authors review the literature on land markets in South Asia to clarify what's known and to highlight unresolved issues. They report that: -We have a good understanding of why sharecropping persists and why it can be superior to other standard agricultural contracts. We have less understanding of what determines the relative efficiency of sharecropping in different environments and why other apparently superior contractual relationships are rare.-Insecure rights to land adversely affect production and investment incentives in areas outside of South Asia, but in South Asia strong evidence linking investment and rights to production is scarce.-An inverse relationship between farm size and output per unit area is a recurrent feature in data from South Asia, apparently related to land-labor interactions.-Although small farms seem to be more efficient than large ones, small farmers have trouble raising their profitability and enlarging their holding, largely because of credit constraints, but also because of poverty and policy that discriminates against them.-Misguided land reform in the past has made tenancy unattractive to landowners, so large capital-intensive farms have developed. Political economic analysis is needed to explain the failure of past land reform, as well as distortions in agricultural input and output markets in South Asia.-Land fragmentation (as distinguished from farm size) has caused productivity losses. Those losses have not been quantified and the reasons fragmentation persists are poorly understood.-Transaction costs are a significant impediment to functioning land markets. In South Asia, transfers of land rights are complicated by lack of explicit title to land, and by informal and customary rights.-One pressing research problem is gender discrimination, an important factor in land market imperfections -especially (within the household) the separation of land management and its control. Research needs include more systematic regional comparisons, the use of more panel data, and an investigation of how agricultural productivity is affected by gender problems and land fragmentation.

Drawing on insights from economic geography and two centuries of experience in developed countries, the World Bank’s World Development Report 2009: Reshaping Economic Geography emphasizes key aspects that are fundamental to ensuring an efficient rural-urban transformation. Critical among these are land, as the most important resource, and well-functioning land markets. Regardless of the stage of urbanization, flexible and forward-looking institu- ons that help the efficient functioning of land markets are the bedrock of succe- ful urbanization strategies. In particular, institutional arrangements for allocating land rights and for managing and regulating land use have significant implica- ons for how cities deliver agglomeration economies and improve the welfare of their residents. Property rights, well-functioning land markets, and the management and servicing of land required to accommodate urban expansion and provide trunk infrastructure are all topics that arise as regions progress from incipient urbani- tion to medium and high density.

Book excerpt: Abstract: May 1999 - Access to land is deeply important in rural India, where the incidence of poverty is highly correlated with lack of access to land. The author provides a framework for assessing alternative approaches to improving access to land by India's rural poor. He considers India's record implementing land reform and identifies an approach that includes incremental reforms in public land administration to reduce transaction costs in land markets (thereby facilitating land transfers) and to increase transparency, making information accessible to the public to ensure that socially excluded groups benefit. Reducing constraints on access to land for the rural poor and socially excluded requires five key issues: restrictions on land-lease markets, the fragmentation of holdings, the widespread failure to translate women's legal rights into practice, poor access to (and encroachment on) the commons, and high transaction costs for land transfers. Among guidelines for policy reform the author suggests: Selectively deregulate land-lease (rental) markets, because rental markets may be important in giving the poor access to land; Reduce transaction costs in land markets, including both official costs and informal costs (such as bribes to expedite transactions), partly by improving systems for land registration and management of land records; Critically reassess land administration agencies and find ways to improve incentive structures, to reduce rent-seeking and base promotions on performance; Promote women's independent land rights through policy measures to increase women's bargaining power within the household and in society generally; Improve transparency of land administration and public access to information, to reduce rent-seeking by land administration officers and to strengthen poor people's land rights (and knowledge thereof); Strengthen institutions in civil society to provide the awareness, monitoring, and pressure needed for successful reform and to provide checks and balances on inappropriate uses of state power; In a companion paper (WPS 2124) the author addresses these issues at the level of a particular state - Orissa, one of India ' s poorest states - in an empirical study, from a transaction costs perspective, of social exclusion and land administration. This paper - a product of the Rural Development Sector Unit, South Asia Region - is part of a larger effort in the region to promote access to land and to foster more demand-driven and socially inclusive institutions in rural development.

Introductory chapters on the background of water markets and on transaction costs and policy design are followed by chapter length discussion of water markets as an adaptive response to climate change and of supply reliability in a changing climate. Case studies describe a variety of facets of the design and function of markets around the world: California, Chile, Spain, Oman, Australia, Canada, India and China. In analyzing these real-world examples of markets, the contributors explore water rights and trading of rights between agricultural and urban sectors and the principles and function of option markets. They discuss different sized approaches, from large scale, ministry-level administration of markets to informal arrangements among farmers in the same village, or groups of villages which allocate water without large investment in management and infrastructure. Discussion includes questions of why water market practices have not expanded more rapidly in arid places. The book discusses mechanisms for resolving conflicts between water rights holders as well as between water right holders and third parties impacted by water trades and whether or not public ownership of water rights or use rights should trump private ownership and under what condition. Also covered are new and expanding categories of water use, beyond human consumption, agriculture and industry to new technologies ranging from extracting natural gas from shale to producing biofuels. The book concludes with suggestions for future water markets and offers a realistic picture of how they might change water use and distribution practices going forward.

Robust economic growth in large parts of the region has created better jobs -- those that pay higher wages for wage workers and reduce poverty for the self-employed, the largest segment of the region s employed. Going forward, South Asia faces the enormous challenge of absorbing 1 to 1.2 million entrants to the labor force every month for the next two decades at rising levels of productivity. This calls for an agenda that cuts across sectors and includes improving the reliability of electricity supply for firms in both urban and rural settings, dealing decisively with issues of governance and corruption, making access to land easier for urban informal firms and strengthening transport links between rural firms and their markets. It requires improving nutrition in early childhood to avoid cognitive impairment, intensifying the focus on quality of learning in education systems, equipping workers with the skills that employers demand, and reorienting labor market regulations and programs to protect workers rather than jobs. The continuance of high economic growth to help improve job quality is not assured. But the region s demography can provide a favorable tailwind. The growth of workers exceeds that of dependents in much of the region. The resources saved from having fewer dependents can be shifted to high-priority investments in physical and human capital accumulation necessary to create productive jobs in countries with an enabling policy framework. But the demographic window of opportunity is open for only the next three decades, a fact which lends urgency to the reform agenda. This book will be of interest to policy makers, their advisers, researchers and students of economics who seek solutions, not only to the challenge of creating more and better jobs in South Asia but globally as well. It is the first title in South Asia Development Matters,a new series that will serve as a vehicle for in-depth synthesis of economic and policy analysis on key development topics for South Asia.
