Book excerpt: This paper is part of a series of three country-case studies to investigate the potential role of agro-processing for economic development based on the strong backward and forward linkages agro-processing firms have with the agricultural sector. Previous analyses for Egypt and Jordan (Figueroa, Mahmoud, and Breisinger 2017; El-Enbaby et al. 2016) have shown how developing the agro-processing sub-sector as well as encouraging the production of high-value crops can promote economic and social well-being, especially in rural areas where the majority of the poor are concentrated. In continuation with this line of research, this paper aims at analyzing: • What role agriculture has played for the Tunisian economy in recent years; • What is the role of agricultural productivity and structural change in fostering agricultural growth in Tunisia; and • What is the potential of agro-processing for economic development and rural transformation in the country.

The papers examined constraints to agricultural production as it relates to water scarcity; focusing on 1) the state of the science regarding water management for agricultural purposes in the Middle East and North Africa 2) how science can be applied to better manage existing water supplies to optimize the domestic production of food and fiber. The cross-cutting themes of the workshop were the elements or principles of science-based decision making, the role of the scientific community in ensuring that science is an integral part of the decision making process, and ways to improve communications between scientists and decision makers.

Book excerpt: Texas A & M University of the United States and the Institute National Agronomique de Tunisie (INAT) of Tunisia established a collaborative relationship of mutual exchange of information and ideas for the further advancement of both universities. The researcher worked closely with these universities to conduct a qualitative study in Tunisia to determine the effectiveness of agricultural institutions working to further development in that country. The emphasis of the study was on the transference of knowledge and innovations from the research level through extension to the farmers and other end users. The triangle of teaching, research, and extension provided a base perspective. The researcher interviewed 37 respondents, including researchers, extension personnel, administration, professors, and farmers. From data that respondents provided, the researcher used a constant comparative method to organize results into the strengths, weaknesses, opportunities, and threats of the agricultural institutions as a system. Overarching themes included a pointed focus on meeting farmer needs, but this desire was hindered from being carried out fully due to complex communication systems and an organizational structure that did not facilitate change. Hope did abound for Tunisian agriculturalists because the opportunities available through globalization and international collaboration far outweighed any possible threats to development, such as fierce competition in trade and lack of quality water. The researcher also made specific recommendations based on the information gathered in the study. These recommendations were based on the findings of the study, and they were directed to leaders within the Tunisian agriculture system and other agriculturalists wishing to further development in countries facing similar situations as Tunisia.

Book excerpt: The Tunisia agricultural finance study was carried out in response to a request made in December 2009 by the Tunisian Ministry of Agriculture (MoA) for support for a study on the key constraints in agricultural finance. Technical and financial support was specifically requested for: (i) a comprehensive diagnostic analysis of the current mechanisms and problems of financing of the agricultural sector in Tunisia, including those by financial institutions and from budget resources, foreign direct investment, and insurance; (ii) a comparison of the Tunisian experience with successful experiences made in other comparable countries; and (iii) the formulation of concrete proposals. The diagnostic part was also requested to include the regulations pertaining to agricultural credit, other constraints impeding the development of agricultural finance, such as costs, profitability, professional organizations, extension services, research etc., and to look at the indebtedness of smallholders. It was also requested that the recommendations help to: (i) better define the objectives to be achieved in terms of financing of agriculture; (ii) increase the participation of the financial sector in financing agriculture; (iii) help identify need for support by different types of farmers; (iv) identify new instruments geared at qualitative and technological changes; (v) reduce the indebtedness of farmers; and (vi) help improve the subsidies for agricultural investment. There are two main written outputs of the Tunisia agricultural finance study. The experts working on the study have compiled a great deal of detailed background information diagnosing the current situation, describing practices in other countries, and providing recommendations on how to improve the situation in Tunisia. These details are provided in the accompanying full technical report, which should be of interest to technicians. The present report the main summary report provides a summary of the main findings and recommendations for policy makers.

Book excerpt: This report provides an overview of a study conducted in the NENA region in 2015-2016 in partnership with FAO, CIRAD, CIHEAM-IAMM and six national teams, each of which prepared a national report. In the six countries under review in the NENA region (Egypt, Lebanon, Morocco, Mauritania, Sudan and Tunisia), agriculture is carried out primarily by small-scale family farmers, the majority of whom run the risk of falling into the poverty trap, largely due to the continuous fragmentation of inherited landholdings. As such, the development of small-scale family farming can no longer be based solely on intensifying agriculture, as the farmers are not able to produce sufficient marketable surplus due to the limited size of their landholdings. An approach based strictly on agricultural activity is also insufficient (as small-scale family farms have already diversified their livelihoods with off-farm activities). In fact, developing small-scale farming cannot be achieved by focusing strictly on t he dimension of production.
