Book excerpt: This report provides a comprehensive analysis of R&I related to car sharing in Europe. The assessment follows the methodology developed by the European Commission's Transport Research and Innovation Monitoring and Information System (TRIMIS). The report critically assesses research by thematic areas, highlighting recent technological and other developments and future needs. The projects were grouped according to six key thematic areas: Better understanding of impacts (economy, environmental); User behaviour and acceptance of car sharing schemes; Information Technology development: apps, websites, connected cars; Vehicle technology: electric vehicles, hybrid vehicles, ergonomics, automated vehicles; Development and implementation; and Others: stakeholder engagement, regulations, and policies. Three main findings arise. First, most of the projects target urban environment, which makes sense from the industry point of view and potential users. Second, there has been an increase in funding support for car sharing schemes in the recent years, especially through R&I projects focusing on the development of Information Technology (IT) solutions: apps, websites, connected cars, etc. Finally, countries with significant public investments in R&I and a substantial transport industry, as well as consultancy and IT related companies, appear well placed to adopt car sharing schemes.

Book excerpt: Jens Kopp analyzes the potential of car sharing as a new mobility solution in light of progressive urbanization and researches factors influencing the use of car sharing to assess the growth outlook of car sharing services. He performs a regression analysis to identify statistically significant factors influencing the use and evaluation of car sharing services based on an empirical field research conducted in Germany (n=175). Key findings include that cost saving is the only researched factor relevant to influence the use of car sharing services as well as the evaluation of car sharing and the assessment of its future. The existing research shows that car sharing is a viable lever to address substantial ecological and economic mobility issues and the conducted research provides new insights into the factors influencing the use and evaluation of car sharing services.

By now, alternative business models exist in search of new customers. This term paper aims to evaluate the potential of alternative carsharing business models in the automotive industry. Therefore, it will first set theoretical foundations by introducing different forms of carsharing and business model concepts. In a second step, dominant forms will be exempli- fied by applying it to a business model framework. In a last step, the author will make use of a SWOT analysis to examine potentials of each carsharing business model. This paper will exclusively concentrate on business-to-customer carsharing services on the German market. Other forms of the shared mobility will not be considered. Carsharing is a special form of the so-called access based consumption. It refers to transac-tions that are market mediated but without transfer of property. The term carsharing (or short-term auto use) describes a principle where individuals gain advantage from private car use without the costs and commitments of ownership. Core char-acteristics are a short rental period, simple access to vehicles and good transition to other forms of mobility. This way of utilization is applicable for intermediate travel and routine activities. Even though carsharing emerged in Europe between the 1940s and 1980s, it ultimately became popular in the 1990s. Since then, it is spreading and growing all over the continent. From a normative standpoint, while it is relevant to better understand the relations between sharing mobility, the city and the environment, it is also of crucial importance to define new policies and sound rules for sharing mobility in urban areas. For this purpose, the term innovation is defined and adopted to the term car sharing. Innovations promise a more efficient way of producing or organising things. Car sharing is an innovation due to the fact that it sells the utilisation value of a car. Therefore it links the existing means of transportation, the car, with a new use pattern. In order to adopt an innovation each individual passes through an innovation adoption process. The non-adoption of an innovation can occur at every stage of this process. With the help of current literature, potential reasons for a non-adoption of car sharing are identified. In order to determine which reasons in fact impede students in Germany from committing to car sharing, a questionnaire is conducted.

To achieve that potential, both the promises and the perils of innovation must be investigated, including the risks and opportunities of joint procurement across borders in the European Union and the United States. This in-depth research investigates innovation in public procurement from three different perspectives. First, leading academics and practitioners assess the purchase of innovation, with a particular focus on urban public contracting in smart cities involving meta-infrastructures, public-private partnership arrangements and smart contracts. A second line of inquiry looks for ways to encourage innovative suppliers. Here, the collected authors draw on emerging lessons from the US and Europe, to explore both the costs and the benefits of spurring innovation through procurement. A third perspective looks to various innovations in the procurement process itself, with a focus on the effects of joint and cross-border procurement in the EU and US landscapes.
