Book excerpt: In legislation appropriating funds for DOE's fiscal year (FY) 2000 energy R&D budget, the House Interior Appropriations Subcommittee directed an evaluation of the benefits that have accrued to the nation from the R&D conducted since 1978 in DOE's energy efficiency and fossil energy programs. In response to the congressional charge, the National Research Council formed the Committee on Benefits of DOE R&D on Energy Efficiency and Fossil Energy. From its inception, DOE's energy R&D program has been the subject of many outside evaluations. The present evaluation asks whether the benefits of the program have justified the considerable expenditure of public funds since DOE's formation in 1977, and, unlike earlier evaluations, it takes a comprehensive look at the actual outcomes of DOE's research over two decades.

Book excerpt: This study considers how energy efficiency and other factors (such as economic structure, income, lifestyle, prices, and fuel mix) have shaped developments of energy use and carbon dioxide emissions in IEA countries, since the organisation was founded 30 years ago. Findings include that the rate of energy savings in IEA economies has slowed since 1990, as has the decline in carbon dioxide emissions relative to GDP. This shows that the changes caused by the oil price shocks in the 1970s and the resulting energy policies did considerably more to control growth in energy demand and reduce carbon dioxide emissions than the energy efficiency and climate policies implemented in the 1990s.

It examines policy options successful in helping different countries improve resource productivity in various sectors of their economy, avoiding negative impacts on the environment. It does not seem possible for a global economy based on the current unsustainable patterns of resource use to continue into the future. Economic consequences of these patterns are already apparent in increases in resource prices, increased price volatility and disruption of environmental systems. The environment impacts are also leading to potentially irreversible changes to the world's ecosystems, often with direct effects on people and the economy - for example: damage to health, water shortages, loss of fish stocks or increased storm damage. This report shows that much of the policy design 'know-how' needed to achieve decoupling is present in terms of legislation, incentive systems, and institutional reform. Two types of energy index are specified: (1) a"Btu index" which aggregates all fuel types on the basis of their heat orenergy contents; and (2) a "Division quantity index" which weighs the contribution of each fuel type by its share of total energy expenditures. Results are compared with other types of industrial energy demand and withresults from an Energy, Mines and Resources Canada study and those from theCanadian Industry Program for Energy Conservation.
