Book Local Governments and Rural Development

Download or read book Local Governments and Rural Development written by Krister Andersson and published by University of Arizona Press. This book was released on 2009 with total page 264 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite the recent economic upswing in many Latin American countries, rural poverty rates in the region have actually increased during the past two decades. Experts blame excessively centralized public administrations for the lackluster performance of public policy initiatives. In response, decentralization reformshave become a common government strategy for improving public sector performance in rural areas. The effect of these reforms is a topic of considerable debate among government officials, policy scholars, and citizensÕ groups. This book offers a systematic analysis of how local governments and farmer groups in Latin America are actually faring today. Based on interviews with more than 1,200 mayors, local officials, and farmers in 390 municipal territories in four Latin American nations, the authors analyze the ways in which different forms of decentralization affect the governance arrangements for rural development Òon the ground.Ó Their comparative analysis suggests that rural development outcomes are systemically linked to locally negotiated institutional arrangementsÑformal and informalÑbetween government officials, NGOs, and farmer groups that operate in the local sphere. They find that local-government actors contribute to public services that better assist the rural poor when local actors cooperate to develop their own institutional arrangements for participatory planning, horizontal learning, and the joint production of services. This study brings substantive data and empirical analysis to a discussion that has, until now, more often depended on qualitative research in isolated cases. With more than 60 percent of Latin AmericaÕs rural population living in poverty, the results are both timely and crucial.

Book excerpt: This report discusses the findings from a mail survey of local government economic development activities that was sent to all 540 municipalities and 100 counties in North Carolina. An important part of the analysis examines whether cities and counties differ significantly in their economic development efforts and whether smaller jurisdictions employ different types of development strategies and tools than larger ones. The survey findings also highlight the barriers that local governments face in promoting economic development and identify important technical assistance needs and gaps in local capacity.

Book Relationship between the Central Government and Local Governments of Contemporary China

Download or read book Relationship between the Central Government and Local Governments of Contemporary China written by Feizhou Zhou and published by Springer. This book was released on 2017-06-12 with total page 150 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the connection between central-local government relations and the transition of contemporary China, the urbanization process and social development. Based on empirical investigations and theoretical research, it argues that this is the key to understanding the transition of central-local government relations from the overall fiscal rationing system in the 1980s and the tax distribution system in the 1990s. The former system provided the incentive for local government to “set up a number of enterprises” and resulted in rapid local industrialization, while the latter system enabled the local governments to move from “operating the enterprises” to “operating the land and cities”. The book analyzes two aspects of the profound impact of the change in central-local government relations on the behavior of local governments: land quota acquisition and urbanization, thus providing valuable insights into the economic and social development of contemporary China.

Book Development Review in Local Government

Download or read book Development Review in Local Government written by David N. Ammons and published by Unc School of Government. This book was released on 2009 with total page 128 pages. Available in PDF, EPUB and Kindle. Book excerpt: Approving or denying building permits and other land-use applications is an important role of local governments but one that often draws criticism from developers and citizens alike. This volume identifies an array of proven practices for bringing greater fairness, thoroughness, and speed to the development review process. The authors and a team of planning and development review professionals benchmarked with three national leaders and discovered seventy-eight distinctive practices accounting for the leaders' success. In doing so, the benchmarking team not only produced helpful advice for improving development review processes but also demonstrated the value to local governments of a type of benchmarking fairly common in the private sector but rarely used in the public sector.
