The National Science Foundation (NSF) has launched an initiative to promote the development of innovative short-term laboratory or in-situ tests for making accurate, reliable predictions of the long-term performance of materials and requested that the National Research Council (NRC) conduct a workshop as a reconnaissance-level assessment of models and methods that are being used, or potentially could be used, to determine the long-term performance of infrastructure materials and components.

It brought together engineers and scientists, who have received grants from the initiative NSF 98-42, to share their results on the study of long-term durability of materials and structures. The major objective was to develop new methods for accelerated short-term laboratory or in-situ tests which allow accurate, reliable, predictions of the long-term performance of materials, machines and structures. To achieve this goal it was important to understand the fundamental nature of the deterioration and damage processes in materials and to develop innovative ways to model the behavior of these processes as they affect the life and long-term performance of components, machines and structures. The researchers discussed their approach to include size effects in scaling up from laboratory specimens to actual structures. Accelerated testing and durability modeling techniques developed were validated by comparing their results with performance under actual operating conditions. The main mechanism of the deterioration discussed included environmental effects and/or exposure to loads, speeds and other operating conditions that are not fully anticipated in the original design. A broad range of deterioration damage, such as fatigue, overload, ultraviolet damage, corrosion, and wear was presented. A broad range of materials of interest was also discussed, including the full spectrum of construction materials, metals, ceramics, polymers, composites, and coatings. Emphasis was placed on scale-dependence and history of fabrication on resulting mechanical behavior of materials.

Often the decisions must be made quickly and on the basis of incomplete information. FDA recognized that collecting and evaluating information on the risks posed by the regulated products in a systematic manner would aid in its decision-making process. Consequently, FDA and the Department of Health and Human Services (DHHS) asked the National Research Council (NRC) to develop a conceptual model that could evaluate products or product categories that FDA regulates and provide information on the potential health consequences associated with them. A Risk-Characterization Framework for Decision-Making at the Food and Drug Administration describes the proposed risk-characterization framework that can be used to evaluate, compare, and communicate the public-health consequences of decisions concerning a wide variety of products. The framework presented in this report is intended to complement other risk-based approaches that are in use and under development at FDA, not replace them. It provides a common language for describing potential public-health consequences of decisions, is designed to have wide applicability among all FDA centers, and draws extensively on the well-vetted risk literature to define the relevant health dimensions for decision-making at the FDA. The report illustrates the use of that framework with several case studies, and provides conclusions and recommendations.

Book excerpt: This report describes CTR Study 1246, which proved to be very dynamic, in that the initial objectives were not only met, but they were followed up by new objectives. This was due to decisions taken by the project steering committee during the execution of the project. Following initial exploratory studies in 1988, the Texas SDHPT initiated the present study through which a strategy for the acquisition of a mobile accelerated pavement testing device had to be developed. Initially, the study focussed on the feasibility of accelerated testing and the need for it in Texas. As part of the initial study, the relationship of accelerated testing to overall pavement engineering was reviewed in detail. Once the feasibility had been illustrated, the objectives were redirected to the acquisition of a mobile accelerated pavement device. The different available methods and machines were evaluated, and subsequently the Mobile Load Simulator (MLS) was selected for future application on pavements in the state of Texas.
