Book excerpt: In the course of Russia's history-as an imperial, Soviet and post-Soviet state-the central government has repeatedly used spatial interventions, such as the manipulation of internal borders, to strengthen control over its vast and unwieldy territory. The most recent spatial reconfiguration took place in 2000, when President Vladimir Putin created seven mega-regions, called the Federal Districts (FDs), as part of a "recentralizing" effort to draw power away from the regional level and reassert federal dominance over the nation. Although the initial consensus was that the Federal Districts would be a weak and short-lived phenomenon, they have proven to be an exceptionally resilient and effective new scalar construction within the Russian Federation. At its core, this work seeks to determine what accounted for the success and staying power of the FDs by using a historically and theoretically informed perspective. The primary theoretical lens that this thesis engages in its examination of the Federal Districts is that of rescaling. In brief, rescaling posits that a state's spatial organization is a key factor that influences-and is itself influenced by-the administrative level of authority (e.g. national, regional, local) at which a state's political power is concentrated and the scale (e.g. supranational, national, metropolitan) toward which a state's circuits of capital accumulation gravitate. Most frequently this paradigm has been used to analyze conditions within modern capitalist nations; here it is deployed in the context of a post-Soviet state. The thesis focuses on an examination of the FDs' role in the rescaling of political power, with an abridged discussion of the ensuing shifts in patterns of capital agglomeration. Following a brief theoretical primer on rescaling in Chapter 1, Chapter 2 considers the way in which Federal Districts fit within the legacy of space/power relations throughout Russian history. Chapter 3 contextualizes Putin's recentralizing agenda in the context of 1990s Russia and details the creation of the FDs. Finally, Chapter 4 uses anecdotes from the Far East Federal District to illustrate how the rescaling of power unfolded on the ground and where the Federal Districts sourced their legitimacy and resilience.

Book excerpt: Social scientists have regularly proclaimed the end of territory under successive waves of modernization, yet it continually re-emerges as a key principle of social, economic, and political organization. Rather than a de-territorialization we are witnessing a rescaling of social life as functional systems, identities, and political expression migrate to new levels. This is not new, but is a recurrent feature of the European state. States have sought to reassert control over these new spaces, while political and social movements have sought to politicize them and open them up to popular influence. The result has been the emergence of the meso-level or region as set of contested spaces, and increasingly as a level of government. Social and economic interests are refracted at these new territorial levels to reshape the policy agenda and create new social alliances and conflicts. Regions have emerged as spaces for public policy, with significant divergences over economic development, welfare policies, public services and environmental issues. Rescaling poses important normative questions about self-determination and social solidarity. These cannot definitively be resolved but are reframed, with new forms of self-government being possible and social solidarity emerging at new levels. Competitive regionalism has become a dominant theme but there is no generalized race to bottom as regions respond to the challenge in multiple ways. Regions are not going to replace the nation-state as they remain loosely-bounded and contested spaces but territory continues to reshape European polities. Drawing on a rich interdisciplinary literature and on original research, the volume provides a fresh and engaging analytical approach to the understanding of territory and power in contemporary Europe.

Combining an original argument with a number of case studies, Mark Purcell explores the condition of democracy in contemporary Western cities. Whereas many scholars focus on what Purcell calls "procedural democracy" – i.e., electoral politics and access to it – he instead assesses "substantive democracy." By this he means the people’s ability to have some say over issues of social justice, material well being, and economic equality. Neoliberalism, which advocates a diminished role for the state and increasing power for mobile capital, has diminished substantive democracy in recent times, he argues. He looks at case studies where this has occurred and at others that show how neoliberalism can be resisted in the name of substantive democracy. Ultimately, he utilizes Henri Lefebvre’s notion of "the right to the city," which encompasses substantive as well as procedural democracy for ordinary urban citizens.
