Book excerpt: "The advent of battlefield digitization increases the work trainers for live force-on-force exercises must do to control exercises and provide feedback to units, and it will pull trainers at platoon and company level out of the tactical information loop. The goal of this study was to describe instrumentation capabilities with the potential for reducing workloads and pulling trainers back into the information loop for exercises at the Army's maneuver combat training centers (CTCs) and at home stations. This study documents the experiences of approximately seventy of the National Training Center (NTC) observer/controllers (OCs) and analysts that participated in the training of the Army's first digitized brigade during the Force XXI Army warfighting Experiment (AWE). To gain a better understanding of what is required to support digital training, the study team reviewed emerging tactical doctrine from platoon through battalion task force level to develop a sample of potential digital training points and then designed displays that would help a trainer monitor unit performance with respect to these points. The team then defined the capabilities a workstation would need to create these displays. This report describes, defends and illustrates twenty workstation capabilities that support exercise control and feedback for digitized units."--DTIC.

Book excerpt: Modern societies are affected by various threats and hazards, including natural disasters, cyber-attacks, extreme weather events and inter-state conflicts. Managing these challenging situations requires immediate actions, suspension of ordinary procedures, decision making under uncertainty and coordinated action. In other words, challenging situations put high demands on the command and control (C2) capability. To strengthen the capability of C2, it is vital to identify the prerequisites for effective coordination and direction within the domain of interest. This thesis explores C2 capability and effectiveness in three domains: interorganizational crisis management, military command and control, and cyber defence operations. The thesis aims to answer three research questions: (1) What constitutes C2 capability? (2) What constitutes C2 effectiveness? and (3) How can C2 effectiveness be assessed? The work was carried out as two case studies and one systematic literature review. The main contributions of the thesis are the identification of perspectives of C2 capability in challenging situations and an overview of approaches to C2 effectiveness assessment. Based on the results of the three studies, six recurring perspectives of capability in the domains studied were identified: interaction (collaboration), direction and coordination, relationships, situation awareness, resilience and preparedness. In the domains there are differences concerning which perspectives that are most emphasized in order obtain C2 capability. C2 effectiveness is defined as the extent to which a C2 system is successful in achieving its intended result. The thesis discusses the interconnectedness of performance and effectiveness measures, and concludes that there is not a united view on the difference between measures of effectiveness and measures of performance. Different approaches to effectiveness assessment were identified, where assessment may be conducted based on one specific issue, in relation to a defined goal for a C2 function or using a more exploratory approach.

This method is an adaptation of the Situation Awareness Global Assessment Technique (SAGAT) by M.R. Endsley (1995) that takes into account specific constraints for use in a field exercise, such as minimizing the level of intrusiveness. Endsley's model of SA separates SA into three levels: Level 1, perception of elements in the environment within a volume of time and space; Level 2, the comprehension of their meaning and integration of multiple pieces of information; and Level 3, the projection of the elements' future status and ability to forecast future situation dynamics. This constructible assessment for SA (CASA) requires that military subject matter experts observe exercise events, construct specific and relevant questions to probe the situational knowledge of the exercise participants, and decide upon the suitable timings for administration of these questions. CASA was tested in a division-level army C2 exercise. An objective of the exercise was to investigate issues related to distributed command teams using situation awareness as one of the measures. Having applied CASA in this exercise, the strengths and limitations of CASA were identified. To analyze the findings, several methods of computing situation awareness of teams were utilized. It was found that CASA yielded results consistent with expectations stemming from exercise roles and events. Further validation and refinement of CASA would improve its utility and efficacy as a tool to measure objective SA in a field exercise. Twenty-three briefing charts summarize the presentation.
