The macroeconomic situation stabilized in 2012, but the recovery remains fragile. After contracting by more than 12 percent in 2011, real GDP is estimated to have grown by 2.4 percent in 2012, reflecting an easing of supply bottlenecks, and utilization of part of idle capacity. On the other hand, oil production declined further, due to continued sabotage of the pipelines. Average inflation declined to 9.9 percent from 19.5 percent in 2011, reflecting the appreciation of the rial to its pre-crisis level, the moderation of international food prices, and the easing of supply shortages.

Book excerpt: The concept of governance has gained greater attention from scholars and international organizations as a foundation for growth, particularly to lift developing countries from dire situations and bring more prosperity to the developed world. However, according to the World Bank, Yemen is considered one of the most poorly governed countries in the world. This poor evaluation motivated this study into the challenges to good governance in Yemen and the author’s desire to demonstrate the importance of governance in addressing Yemen’s current critical situation. Despite the extensive literature published on governance, works on Yemen are rare, and there is barely any academic work on governance challenges. This relatively small body of literature encouraged me to examine in depth the obstacles to governance in Yemen. This study builds a theoretical framework to examine the difficulties of establishing good governance in Yemen by exploring the critical social and institutional challenges vital for good governance. This dissertation poses the following question: What are the challenges to good governance in Yemen, and why and how do they hamper good governance in Yemen? To address this research question, I adopted a qualitative interpretive approach. This analysis is based on information gathered from a variety of sources, including mainly semi-structured formal and informal interviews, observations, governance and government materials, such as international reports, governance manuals, websites, social media posts, and related videos, among others. The findings expose nine dimensions and 21 constructed themes, which scrutinize how and why governance is hampered in Yemen. Overall, this study introduces numbers of contributions to the governance literature by identifying social and institutional challenges and showing how they influence good governance and state-building in the Yemen context. More specifically, this Ph.D. contributes to identifying and discussing the issues that have been ignored in governance literature, such as religion, tribes, supremacy, and the Qat phenomenon, all of which applying the case of Yemen. Finally, the study makes some recommendations for stakeholders to consider, particularly for post-conflict time to aid in post-war reconstruction. This moment is an opportunity to build a state by addressing the current governance challenges, and some suggestions include a transitional phase, the introduction of constitutional and legal reforms, with youth and local community engagement.

According to estimates from the International Monetary Fund (IMF 2018), the Yemeni economy may have contracted by about 40 percent between end-2014 and 2018. Sector-specific information on physical damages from the World Bank’s Yemen Dynamic Needs Assessment (World Bank 2018) suggests that damage was worst in the housing sector, where 33 percent of housing units have been either partially damaged or completely destroyed. The education, health, transport, and water, sanitation and hygiene (WASH) sectors have also been severely affected, with overall damage ranging from 27 percent (transport) to 31 percent (WASH). The power and ICT sectors have been somewhat less affected, with estimated damage levels of 13 percent and 11 percent, respectively.

Book excerpt: Food insecurity at the national and household level not only is a consequence of conflict but can also cause and drive conflicts. This paper makes the case for an even higher priority for food security–related policies and programs in conflict-prone countries. Such policies and programs have the potential to build resilience to conflict by not only helping countries and people cope with and recover from conflict, but also contributing to preventing conflicts and supporting economic development more broadly—that is, helping countries and people become even better off. Based on this definition and a new conceptual framework, the paper offers several insights from four case studies on Egypt, Somalia, Sudan, and Yemen. First, conflicts are often related to other shocks such as economic crises, price shocks, and natural disasters. Second, increasing subsidies is a favored policy measure in times of crisis; however, such measures do not qualify as resilience building. Third, climate change adaptation should be an integral part of conflict prevention in part because climate change is expected to significantly increase the likelihood of conflict in the future. Fourth, building price information systems, introducing and expanding credit and insurance markets, geographic targeting of social safety nets, and building functioning and effective institutions are key measures for building resilience to conflict. Finally, the paper points to several important knowledge gaps.

Book excerpt: The post-revolutionary economies of MENA - Egypt, Tunisia, Libya and Yemen - have been recovering after a period of growth decelerations in 2011. In Egypt and Tunisia, the growth dips of 2011 were less dramatic than the declines observed during previous transitions. The recovery has been relatively quick but the transition process is far from complete and uncertainty about the political and reform process remains a binding constraint to private investment. Consequently, post-transition growth is below potential and is lower than growth prior to the Arab Spring, with negative consequences for employment and poverty. Events in the post-revolution economies have affected other countries in MENA. Macroeconomic fundamentals weakened in most developing MENA countries in 2011-12 as growth slowed and governments responded to social pressures with expansionary fiscal policies. The regional growth outlook for 2013 reflects weaker expected global economic activity, especially in the EU, and moderating oil prices. Regional economic growth is expected to decelerate to 3.5% in 2013 from 5.5% in 2012. Prolonged political and policy uncertainty and social unrest are serious downside risks to the outlook.

Book excerpt: Hunger and acute child malnutrition are increasingly concentrated in fragile countries and civil conflict zones. According to the United Nations, Yemen’s civil war has caused the world’s worst humanitarian crisis in recent history. We use high-frequency panel data and district fixed-effects and household fixed-effects models to estimate the impact of civil conflict on child nutrition. Our results indicate that an increase by one standard deviation in civil conflict intensity translates into an increase in the prevalence of acute child malnutrition by at least 0.7 percentage points if measured by weight-for-height z-scores and by at least 1.7 percentage points if measured by mid-upper arm circumference z-scores. In mid-December 2018, Yemen’s main warring parties agreed to a ceasefire for the contested port city of Hodeida and to allow humanitarian aid to be shipped in and distributed through protected corridors. While the recent agreements are an important, first step to tackle the humanitarian crisis, the road to a sustainable peace agreement will certainly be long and bumpy. Relative stability could soon open a window of opportunity for targeted interventions to support recovery in Yemen. Against this background, our analysis suggests that unconditional cash transfers can be an effective tool in situations of complex emergencies. Our estimation results show that cash transfers can mitigate the detrimental impact of lingering civil conflict on child nutritional status in Yemen on a large scale. Our results also reveal that the regularity of transfer payments influence the magnitude of the mitigation effect, as regular assistance allows beneficiary households to smoothen their food consumption and other demands influencing child nutrition outcomes.

To shed light on why this grim statistic still holds true, Women, Business and the Law aims to examine legal differentiations on the basis of gender in 143 of the world's economies. Women, Business and the Law tracks governments' actions to expand economic opportunities for women across six key areas: accessing institutions, using property, getting a job, providing incentives to work, building credit and going to court. The report uncovers legal differentiations for women and married versus unmarried women such as being able to register a business, open a bank account and work at night. These issues are of fundamental importance. When, because of tradition, social taboos or simple prejudice, half of the world's population is prevented from making its contribution to the life of a nation, the economy will suffer. The empirical evidence does suggest that, slowly but surely, governments are making progress in expanding opportunities for women. It is our hope that data presented in Women, Business and the Law will both facilitate research on linkages between legal differentiation and outcomes for women, and promote better informed policy choices on what governments can do to expand opportunities for women.
