After convening the parliament, elected in November 2010, the former military regime transferred power to a new government headed by former Prime Minister (and retired general), U Thein Sein. With parliamentary processes restored in Myanmar's new capital of Naypyitaw, Thein Sein's government announced a wide-ranging reform agenda, and began releasing political prisoners and easing press censorship. Pivotal meetings between Thein Sein and Aung San Suu Kyi led to amendment of the Election Law and the National League for Democracy contesting by-elections in April 2012. The 2011 Myanmar/Burma update conference considered the openings offered by these political changes and media reforms and the potential opportunities for international assistance. Obstacles covered include impediments to the rule of law, the continuation of human rights abuses, the impunity of the Army, and the failure to end ethnic insurgency.

Much has been made of the Constitution's rigidity, which is seen as an obstacle to reform and inconsistent with embracing the rule of law, human rights and multi-party democracy, especially with a rapidly transforming state and society. Nonetheless, the Constitution is also seen as having potential to be a very positive force for reform. Many issues arise now for constitutionalism and constitutional change: presidency; federalism and territorial governance; the status of minorities and freedom of religion; civil liberties in what is described as a 'discipline-flourishing democracy'; the courts, justice and the rule of law; the electoral system; and many more. Book excerpt: Since its independence in January 1948, Myanmar has tried to find a way to deal with (at one time) ideologically hostile and traditionally chauvinistic China which has pursued a foreign policy aimed at restoring its perceived influence in Myanmar. To counter China's attempts to influence Myanmar's foreign policy options has always been a challenge for the Myanmar government. Since the 1950s, successive Myanmar governments have realized that Myanmar's bilateral relations with the People's Republic of China should best be conducted in the context of promoting the Five Principles of Peaceful Coexistence, the Bandung spirit and the Pauk-Phaw (kinsfolk) friendship. The term Pauk-Phaw is exclusively devoted to denote the special nature of the Sino-Myanmar relationship. This work argues that Myanmar's relationship with China is asymmetric but Myanmar skilfully plays the "China Card" and it enjoys considerable space in its conduct of foreign relations. So long as both sides fulfill the obligations that come under "Pauk-Phaw" friendship, the relationship will remain smooth. Myanmar has constantly repositioned her relations with China to her best advantage. Myanmar's China policy has always been placed somewhere in between balancing and bandwagoning, and the juxtaposition of accommodating China's regional strategic interests and resisting Chinese influence and interference in Myanmar's internal affairs has been a hallmark of Myanmar's China policy. This is likely to remain unchanged.

Moreover, as was demonstrated recently, in the face of strong opposition, Myanmar was prepared to give up its scheduled chairmanship of ASEAN rather than to change its domestic political policies. Under the circumstances, it is fortunate to have a highly regarded scholar who has spent many years undertaking in-depth studies of Burma/Myanmar as well as other parts of East Asia, with a history of friendships and research in the region, provide us with an up-to-date analysis. Book excerpt: Statecraft in Myanmar, previously referred to as Burma, has a lineage going back ten centuries or more. While the state today is expected to provide many other services for a vastly larger population than were its pre-modern predecessors, its basic functions of maintaining order, controlling economic distribution, and ensuring the perpetuation of itself and its elite managers, remain much the same. The tools available now to do so may be different, and the challenges it faces may have grown, but the issues it addresses would be familiar to the predecessors of the modern rulers of Myanmar. Myanmar, with its estimated population of about 55 million, the 24th largest country in the world, is larger than England. With a territory as big as Texas, it is wedged between the two of the oldest civilizations and now dynamic economies on the globe, India and China. Having been influenced by both India and China for centuries, Myanmar has developed its own cultural distinctiveness in contrast with its near neighbors in Southeast Asia, especially Thailand, Laos, Cambodia, and Vietnam. Once governed as a British Indian province, Myanmar emerged from the colonial era and the Second World War an economically devastated but strongly nationalistic socialist state. Riven since independence by armed ethnic and ideological conflicts that lasted most of the years between 1948 and the 1990s, when ceasefire agreements were reached with multiple insurgent armies, Myanmar’s little-studied politics contain elements common to many countries. However, in few have the complexity of forces, historical and contemporary, religious and secular, foreign and indigenous, come together in one place to create so many little understood, and seemingly irresolvable, political issues. The State in Myanmar attempts to draw the complex history of state-making and state perpetuation in Myanmar in one volume. The social and economic forces, as well as international and domestic issues, which have made Myanmar one of the poorest and least understood Asian countries, are discussed. The efforts of Myanmar’s kings, British colonial officials, nationalist politicians, socialist ideologues, and army generals to preserve the state in Myanmar is a history worth attempting to understand on its own terms.
