Book excerpt: Nicaragua is a small, open economy that is vulnerable to external and natural shocks. With an estimated Gross National Income (GNI) per capita of US$1000 in 2006, and a total population of 5.2 million, it is one of the poorest countries in Latin America. Forty six percent of the population lived below the poverty line in 2005 (while 15 percent lived in extreme poverty), and the incidence of poverty is more than twice as high in rural areas (68 percent) than in urban areas (29 percent). Nicaragua's social indicators also rank among the lowest in the region, commensurate with its relatively low per capita income level. Nicaragua's long-term development vision is set out in its National Development Plan (NDP), 2005-2009, which gives greater importance to economic growth than the strategy document that preceded it. This also serves as its second Poverty Reduction Strategy (PRS). The goals of the PRS incorporate the MDGs, and establish medium (2006-2010) to long term targets (2015). By 2005, the country had made satisfactory progress on meeting the PRS/MDG targets for reducing extreme poverty, increasing net primary enrollment, and reducing infant and child mortality. This National Development Plan is being revised by the new government that took office on January 2007, which has expressed interest in maintaining policy continuity in those areas that have shown progress and tackling pending development challenges. These include efforts to improve the country's growth performance while reducing poverty, macroeconomic stability as a necessary, although not sufficient, condition to stimulate growth, and reduce poverty, a special focus on social issues that impact the poorest, including the MDGs, and environmental sustainability. Programmatic priorities for the new administration include a renewed focus on poverty reduction using a multi-sector approach, implementing pragmatic solutions to the energy crisis for the short to medium term; expanding water and sanitation services with environmentally sustainable solutions; sharing economic growth more broadly to tackle hunger, malnutrition and poverty; placing greater emphasis on preventive health and continuing social protection programs; extending illiteracy programs and improving education services, and pursuing municipal decentralization, state modernization, and good governance.

Book excerpt: This poverty assessment was launched with three broad objectives: (1) to update the poverty profile for Nicaragua with data from the 2001 LSMS survey and assess key changes between 1998 and 2001; (2) to review progress with respect to PRSP targets and Millennium Development Goals (MDGs), including an analysis of those areas where advances have been weak to orient greater public attention; and (3) analyze the dynamics o f families moving in and out o f poverty using panel data from the 1998 and 2001 LSMS surveys, in order to obtain clues about strategies that may have led to improving incomes. This report finds that Nicaragua has made significant progress in reducing poverty over the last decade, despite its status as one of the poorest and least developed countries in Latin America. Although poverty declined significantly more in rural than urban areas, poverty and extreme poverty continue to be overwhelmingly rural. Progress in poverty reduction between 1998 and 2001 reflect significant income gains for most Nicaraguan households as well as lower food prices. Better-off families in Nicaragua exhibit high educational levels, small family sizes, residence in Managua and the Pacific Region, and diversified incomes. However, poverty changes between 1998 and 2001 varied substantially by region. Despite overall gains in poverty, nearly half of all PRSP targets are not currently on track. The areas where indicators show least progress since 1993, raising concerns for prospects of future poverty reduction, include the following: 1). Fertility rates continue to be high in Nicaragua, particularly among adolescents with no education, and a large unsatisfied demand for family planning services continues. 2) Progress in education is mixed. 3) Productive infrastructure has been practically stagnant since the early 1990s. 4) Basic water and sanitation infrastructure has progressed very modestly, with less than half of the homes in rural areas having access to safe basic services. 5) Diarrhea and upper respiratory infections for children under five show little progress since the early 1990s. The report concludes that continued progress in Nicaragua's Millennium Development Goals and Poverty Reduction Strategy P goals will be closely linked to the recovery of growth. Some key priorities emerge from the analysis that should be considered: 1) Broad-based growth is essential to reduce poverty. 2) Poverty reduction is limited by population growth. 3) Sustaining rural income growth. 4) Improvements are needed in the public sector to build strong programs that reach the poor. 5) Foreign capital inflows distort expenditures. 6) Donors share the responsibility with the Government to reconsider priorities in order to ensure greater impact of development assistance on poverty reduction. 7) Sustaining the provision of basic social services and building human capital. 8) Establishing effective social protection mechanisms for the poor.
