Nevertheless, Kazakhstan has considerable public financial resources to help it weather the current situation and the country is benefiting from high oil and commodity prices. A realistic assessment of the health of banks needs to be made and steps taken to mitigate risks, including by bolstering capital bases, strengthening bank supervision, and further developing the financial safety net framework.

Book excerpt: This 2015 Article IV Consultation highlights that against the backdrop of external shocks, economic growth and inflation in Kazakhstan have decelerated. Financial conditions have tightened, and external imbalances are emerging. Real GDP growth slowed to an annualized 2 percent during the first quarter of 2015, down from about 4 percent in 2014 and 6 percent in 2013. In addition to weaker external demand, slower growth was driven by the impact of lower income and profitability and confidence effects on private consumption and domestic investment. Real GDP growth is projected to decelerate to 2 percent in 2015, owing to weaker demand from Russia and China, lower oil prices, confidence effects, and continuing delays in the Kashagan oil field.

McMann contends that bureaucrats, poverty, and culture do not force individuals in Central Asia to pay bribes, use connections, or sell political support. Rather, corruption is a last resort when relatives, groups in society, the market, and formal government programs cannot provide essential goods and services. Using evidence from her long-term research in Kazakhstan and Kyrgyzstan, McMann shows that Islamic institutions, secular charities, entrepreneurs, and banks cannot provide the jobs and credit people need. This drives individuals to illicitly seek employment and loans from government officials.A leading cause of this resource scarcity is market reform, as demonstrated by McMann's analysis of these countries as well as of Uzbekistan and global data. Market reform without supporting institutions, such as credit registries and antimonopoly measures, limits the resources available from the market and societal groups. McMann finds that in these circumstances only those individuals who have affluent relatives have an alternative to corruption.By focusing on ordinary people, McMann offers a new understanding of corruption. Previously, our knowledge was largely restricted to government officials' role in illicit exchanges. From her novel approach comes a useful policy insight: supplying ordinary people with alternatives to corruption is a fundamental and important anticorruption strategy.

Book excerpt: This 2019 Article IV Consultation with Republic of Nauru highlights that it remains vulnerable to climate change and has a narrow economic base and limited capacity. Development challenges are increased by unavailability of land and high incidence of noncommunicable diseases. Growth was stronger than expected in FY2018 but slowed in FY2019. The outlook is subdued, with growth expected to reach 2 percent in the medium term. Revenues are projected to decline, necessitating a fiscal adjustment. Risks are skewed to the downside and include the scaling down of Regional Processing Centre activity and revenues, volatile fishing revenues, climate change, and delays in fiscal and structural reforms. Fiscal adjustment is required to avoid a breach of the fiscal anchor, contain debt, and maintain the Trust Fund contributions. New sources of economic growth and income are needed to support Nauru’s development agenda. Policies should be implemented in the near term to support private sector activity, including through financial sector development, state-owned enterprises reform, and land rehabilitation. The effectiveness of education and health spending needs to be improved to meet development goals.

Global food security is a major societal concern in the light of an increasing population, which is projected to grow from around seven billion today to almost 10 billion in 2050. Two most likely ways to achieve the much needed food production growth are: expansion of land cultivation or increase in crop yields and total factor productivity. The only region with a significant amount of uncultivated arable land that is at the same time experiencing rising agricultural productivity is the “Eurasian wheat belt,” comprising of Russia, Ukraine, Kazakhstan, and the Central Asian countries (Uzbekistan, Tajikistan, Turkmenistan, and Kirgizstan). This makes the region a potential hotspot for driving the future growth of global agriculture. Such prospects require a detailed investigation of Eurasia’s future perspectives in terms of food production (with a focus on wheat) and its potential contribution to regional and global food security.

Book excerpt: This book makes two central claims: first, that mineral-rich states are cursed not by their wealth but, rather, by the ownership structure they choose to manage their mineral wealth and second, that weak institutions are not inevitable in mineral-rich states. Each represents a significant departure from the conventional resource curse literature, which has treated ownership structure as a constant across time and space and has presumed that mineral-rich countries are incapable of either building or sustaining strong institutions - particularly fiscal regimes. The experience of the five petroleum-rich Soviet successor states (Azerbaijan, Kazakhstan, the Russian Federation, Turkmenistan, and Uzbekistan) provides a clear challenge to both of these assumptions. Their respective developmental trajectories since independence demonstrate not only that ownership structure can vary even across countries that share the same institutional legacy but also that this variation helps to explain the divergence in their subsequent fiscal regimes.
