Book excerpt: This 2001 Article IV Consultation for Kazakhstan highlights that real GDP growth in 2001 is expected to be about 13 percent, driven by the strong growth in the petroleum sector and associated spillover effects. Inflation has declined further to 6.4 percent in December (year-over-year). Gross international reserves of the National Bank of Kazakhstan have risen to US$2.5 billion, which provides for about three months of import coverage. The general government surplus is projected to be about 3.3 percent of GDP in 2001, on account of higher oil revenue, but also reflecting economic buoyancy.

Available in PDF, EPUB and Kindle. Book excerpt: Kazakhstan’s financial system remains highly stressed despite large-scale government support; the economy is expected to contract in the near future. The staff report for Kazakhstan’s 2009 Article IV Consultation discusses economic developments and policies. Kazakhstan is better placed than many emerging market economies to weather the crisis given its large official foreign currency assets, low public debt, and favorable medium-term prospects. A full and independent assessment of all systemically important banks should be carried out in tandem with the strengthening of regulation and supervision, and the improvement of corporate governance.

Available in PDF, EPUB and Kindle. Book excerpt: The staff report for the 2005 Article IV Consultation on the Republic of Kazakhstan highlights the economic outlook and fiscal policy. Inflation moderated to single-digit levels and confidence in the banking system strengthened, leading to rapid remonetization and significant dedollarization. The conduct of monetary policy has been complicated by the inflows of private capital, surging oil earnings, and buoyant demand conditions. Although Kazakhstan has made considerable progress in the structural area, the pace of reform implementation has slowed. Rapid growth has translated into lower poverty, but social indicators remain weak.

Available in PDF, EPUB and Kindle. Book excerpt: This paper examines Tajikistan’s 2004 Article IV Consultation and Fourth Review Under the Poverty Reduction and Growth Facility. Strengthened fiscal discipline and tighter monetary policy have reduced inflation from 40 percent in 2001 to 5.6 percent in 2004. Strong growth in tax revenues and continued expenditure restraint contributed to small fiscal surpluses during the past two years. Nonetheless, progress in a number of priority reform areas envisaged in the Poverty Reduction Strategy Paper has been slow. In particular, the business environment and public and private sector transparency and governance need to be strengthened further.

Available in PDF, EPUB and Kindle. Book excerpt: The Republic of Kazakhstan’s 2008 Article IV Consultation shows that banks have lost access to new external financing, credit extension has stalled, and growth has slowed. Nevertheless, Kazakhstan has considerable public financial resources to help it weather the current situation and the country is benefiting from high oil and commodity prices. A realistic assessment of the health of banks needs to be made and steps taken to mitigate risks, including by bolstering capital bases, strengthening bank supervision, and further developing the financial safety net framework.

Book Oil Is Not a Curse

Download or read book Oil Is Not a Curse written by Pauline Jones Luong and published by Cambridge University Press. This book was released on 2010-08-23 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: This book makes two central claims: first, that mineral-rich states are cursed not by their wealth but, rather, by the ownership structure they choose to manage their mineral wealth and second, that weak institutions are not inevitable in mineral-rich states. Each represents a significant departure from the conventional resource curse literature, which has treated ownership structure as a constant across time and space and has presumed that mineral-rich countries are incapable of either building or sustaining strong institutions - particularly fiscal regimes. The experience of the five petroleum-rich Soviet successor states (Azerbaijan, Kazakhstan, the Russian Federation, Turkmenistan, and Uzbekistan) provides a clear challenge to both of these assumptions. Their respective developmental trajectories since independence demonstrate not only that ownership structure can vary even across countries that share the same institutional legacy but also that this variation helps to explain the divergence in their subsequent fiscal regimes.

Although in real terms GDP, industrial production, and agriculture all grew by 6.8 percent; according to official data prepared on Belarusian national methodology growth, would be lower on international methodology. Fiscal policy was fairly tight during 2003, mainly owing to limited sources of available financing, such as privatization proceeds. The outlook for 2004 is uncertain. Under current policies, inflation is expected to reach about 22 percent, and real GDP growth is likely to slow to about 43⁄4 percent.

Book Central Asia s Second Chance

Download or read book Central Asia s Second Chance written by Martha Brill Olcott and published by Brookings Institution Press. This book was released on 2010-03-01 with total page 404 pages. Available in PDF, EPUB and Kindle. Book excerpt: A leading authority on Central Asia offers a sweeping review of the region's path from independence to the post-9/11 world. The first decade of Central Asian independence was disappointing for those who envisioned a straightforward transition from Soviet republics to independent states with market economies and democratic political systems. Leaders excused political failures by pointing to security risks, including the presence of terrorist training camps in Afghanistan. The situation changed dramatically after 9/11, when the camps were largely destroyed and the United States introduced a military presence. More importantly the international community engaged with these states to give them a "second chance" to address social and economic problems. But neither the aid-givers nor the recipients were willing to approach problems in new ways. Now, terrorists groups are once again making their presence felt and some states may be becoming global security risks. This book explores how the region squandered its second chance and what might happen next.
