Book Burundi Public Expenditure Review

Download or read book Burundi Public Expenditure Review written by The World Bank and published by World Bank Publications. This book was released on 1992 with total page 207 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Burundi has made tremendous progress over the past few years, including: the approval of the new Constitution in 2005, emphasizing the principles of power sharing and local development; the successful management of two rounds of democratic elections in 2005 and 2010’; and the creation of stable macroeconomic environment, which encouraged rebuilding of core public sector institutions. Despite these achievements, the report notes that economic growth remains weak and GSP rates are below expectations. Burundi is therefore vulnerable to different sources of risks conspiring to create a ‘fragility trap’ into which the economy can fall. Chief amongst them are: (i) food price volatility linked to international markets and climatic conditions: (ii) oil prices that affect the import bill of the country; (iii) high level of dependency on aid inflows; (iv) low budget execution capacity, coupled with weak state effectiveness and under-performing public institutions; (v) constraints on productive activity and a highly concentrated export profile; and (vi) enduring risks of political and social instability linked to the return of refugees and its impact on land conflicts and security threats. In this context, the main objectives of this Public Expenditure Review is to assist the Government in its efforts to escape fragility by focusing on two important and complementary themes: (i) creating adequate fiscal space to reduce the impact of future shocks; and (ii) using the available fiscal space to improve public expenditure management and promote government effectiveness. Building on these topics, the report emphasizes six key messages : (i) Burundi has a narrow fiscal space given the structure of its public expenditures, composed mainly of salaries and transfers; (ii) the country should mobilize additional domestic revenues to increase its fiscal space; (iii) the role of donors in supporting effective management of public expenditures remain critical and can also be the source of additional fiscal stress, especially when budget support arrives late in a fiscal year; (iv) accessing high quality budget data remains a challenge due to major incoherencies between data from the Treasury database and data published by SIGEFI; (v) the aid management is not properly integrated into budget execution process; (vi) it is advisable to adopt realistic and pragmatic solutions to improve the performance of the public administration, while keeping the wage bill under control. Available in PDF, EPUB and Kindle. Book excerpt: Most parents care deeply about their children. If that were enough, we would not see the inequalities we currently do in children’s opportunities and healthy development—children out of school, children laboring, children living in poverty. While the scale of the problems can seem overwhelming, history has shown that massive progress is possible on problems that once seemed unsolvable. Within the span of less than twenty-five years, the proportion of people living in extreme poverty has been cut in half, the number of children under age five that die each day has dropped by over 12,000, and the percentage of girls attending school has climbed from just three in four to over 90 percent. National action, laws, and public policies fundamentally shape children’s opportunities. Children’s Chances urges a transformational shift from focusing solely on survival to targeting children’s full and healthy development. Drawing on never-before-available comparative data on laws and public policies in 190 countries, Jody Heymann and Kristen McNeill tell the story of what works and what countries around the world are doing to ensure equal opportunities for all children. Covering poverty, discrimination, education, health, child labor, child marriage, and parental care, Children’s Chances identifies the leaders and the laggards, highlights successes and setbacks, and provides a guide for what needs to be done to make equal chances for all children a reality.

Book excerpt: Zambia's economy is not growing fast. Poverty is on the rise. The quality of economic governance is on the decline. And public resources are not well spent. The badly needed first steps to reverse this situation are to start getting the budgetary allocations right and to make sure those allocations go where they're intended. Addressing the longstanding challenges that Zambia faces in public expenditure management will require strong political will. For Zambia to assure that public accountability is enduring and not dependent on the government of the day, it must strengthen budget processes and institutions that can provide public oversight and promote basic checks and balances. This report provides an analysis of how Zambia can strengthen budgetary processes and institutions for accountability and effective service delivery to its citizens.

Book Learning to Teach in an Era of Privatization

Download or read book Learning to Teach in an Era of Privatization written by Christopher A. Lubienski and published by Teachers College Press. This book was released on 2019 with total page 265 pages. Available in PDF, EPUB and Kindle. Book excerpt: Education policymakers often demonstrate surprisingly little awareness of how popular reforms impact teaching and teacher education. In this book, well-regarded scholars help readers develop a more robust understanding of the nature of teacher preparation, as well as an in-depth grasp of how popular policies, practices, and ideologies have taken root domestically and internationally. Contributors include Deron Boyles, Anthony Cody, Kerry Kretchmar, Carmen Montecinos, Beth Sondel, and Christopher Tienken. “This book will help readers consider the possibilities of democratic visions in the teaching profession and in public education, particularly in this time of intense political polarization when critical citizen engagement with our public institutions and policies is deeply needed.” —Janelle Scott, University of California, Berkeley “The chapters in this book make clear that ongoing policy disconnects cannot be ignored and that now is the time to elevate the teaching profession for students who have faced historical inequities.” —Julian Vasquez Heilig, dean, University of Kentucky College of Education “Public teaching and teacher education in the U.S. and in many other parts of the world are under assault by concerted efforts to deregulate and marketize them. This collection of essays examines the consequences of these privatization efforts in the U.S., Chile, and Singapore and should be required reading for those wanting to understand their complexity and consequences for teaching and teacher education today.” —Ken Zeichner, Boeing Professor of Teacher Education, University of Washington

Download or read book Feminism Seduced written by Hester Eisenstein and published by Routledge. This book was released on 2015-12-03 with total page 355 pages. Available in PDF, EPUB and Kindle. Book excerpt: In a pioneering reinterpretation of the role of mainstream feminism, Eisenstein shows how the ruling elites of developed countries utilize women's labor and the ideas of women's liberation and empowerment to maintain their economic and political power, both at home and abroad. Her explorations range from the abolition of "welfare as we know it" and the ending of the family wage in the United States to the creation of export-processing zones in the global South that depend on women's "nimble fingers"; and from the championing of microcredit as a path to women's empowerment in the global South to the claim of women's presumed liberation in the West as an ideological weapon in the war on terrorism. Eisenstein challenges activists and intellectuals to recognize that international feminism is at a fateful crossroads, and argues that it is crucial for feminists to throw in their lot with the progressive forces that are seeking alternatives to globalized corporate capitalism.
