Book excerpt: A comprehensive look at how violence has been used to manipulate competitive electoral processes around the world since World War II Throughout their history, political elections have been threatened by conflict, and the use of force has in the past several decades been an integral part of electoral processes in a significant number of contemporary states. However, the study of elections has yet to produce a comprehensive account of electoral violence. Drawing on cross-national data sets together with fourteen detailed case studies from around the world, Electoral Violence, Corruption, and Political Order offers a global comparative analysis of violent electoral practices since the Second World War. Sarah Birch shows that the way power is structured in society largely explains why elections are at risk of violence in some contexts but not in others. Countries with high levels of corruption and weak democratic institutions are especially vulnerable to disruptions of electoral peace. She examines how corrupt actors use violence to back up other forms of electoral manipulation, including vote buying and ballot stuffing. In addition to investigating why electoral violence takes place, Birch considers what can be done to prevent it in the future, arguing that electoral authority and the quality of electoral governance are more important than the formal design of electoral institutions. Delving into a deeply influential aspect of political malpractice, Electoral Violence, Corruption, and Political Order explores the circumstances in which individuals choose to employ violence as an electoral strategy.

Formally, who exercises the power of government is decided, as in Western democracies, by competitive elections that are held at regular intervals. But there have increasingly been doubts about the extent to which Russian parliamentary and presidential elections can be considered ‘free and fair’, and it is the argument of this coauthored study that they are better defined as ‘authoritarian elections’, with a number of distinct characteristics. Using a wide range of sources, including surveys, election statistics, interviews, focus groups and the printed press, the contributors to this important collection analyse Russia’s authoritarian elections in a variety of ways: how they are conducted, what citizens think about them, and how the Russian experience relates to a wider international context. Elections are the central mechanism by which citizens can seek to hold their government to account; this collection shows the ways in which that mechanism can be manipulated from above such it becomes more of an extension of central authority than a means by which the public at large can impose their own priorities. Valerie J. Bunce and Sharon L. Wolchik compare these unexpected electoral breakthroughs. They draw three conclusions. First, the opposition was victorious because of the hard and creative work of a transnational network composed of local opposition and civil society groups, members of the international democracy assistance community and graduates of successful electoral challenges to authoritarian rule in other countries. Second, the remarkable run of these upset elections reflected the ability of this network to diffuse an ensemble of innovative electoral strategies across state boundaries. Finally, elections can serve as a powerful mechanism for democratic change. This is especially the case when civil society is strong, the transfer of political power is through constitutional means, and opposition leaders win with small mandates.

Book excerpt: Based on a detailed study of 35 cases in Africa, Asia, Latin America, and post-communist Eurasia, this book explores the fate of competitive authoritarian regimes between 1990 and 2008. It finds that where social, economic, and technocratic ties to the West were extensive, as in Eastern Europe and the Americas, the external cost of abuse led incumbents to cede power rather than crack down, which led to democratization. Where ties to the West were limited, external democratizing pressure was weaker and countries rarely democratized. In these cases, regime outcomes hinged on the character of state and ruling party organizations. Where incumbents possessed developed and cohesive coercive party structures, they could thwart opposition challenges, and competitive authoritarian regimes survived; where incumbents lacked such organizational tools, regimes were unstable but rarely democratized.

They see themselves as victims of the EU “technocracy” and liberal moral values, and look for new allies to denounce the current “mainstream” and its austerity measures. These groups found new and unexpected allies in Russia. As seen from the Kremlin, those who denounce Brussels and its submission to U.S. interests are potential allies of a newly re-assertive Russia that sees itself as the torchbearer of conservative values. Predating the Kremlin’s networks, the European connections of Alexander Dugin, the fascist geopolitician and proponent of neo-Eurasianism, paved the way for a new pan-European illiberal ideology based on an updated reinterpretation of fascism. Although Dugin and the European far-right belong to the same ideological world and can be seen as two sides of the same coin, the alliance between Putin’s regime and the European far-right is more a marriage of convenience than one of true love. This unique book examines the European far-right’s connections with Russia and untangles this puzzle by tracing the ideological origins and individual paths that have materialized in this permanent dialogue between Russia and Europe.

This book is the first detailed inquiry into what has been a neglected but critically important trend: the growing links between Russian actors and Western far right activists, publicists, ideologues, and politicians. The author uses a range of sources including interviews, video footage, leaked communications, official statements and press coverage in order to discuss both historical and contemporary Russia in terms of its relationship with the Western far right. Initial contacts between Russian political actors and Western far right activists were established in the early 1990s, but these contacts were low profile. As Moscow has become more anti-Western, these contacts have become more intense and have operated at a higher level. The book shows that the Russian establishment was first interested in using the Western far right to legitimise Moscow’s politics and actions both domestically and internationally, but more recently Moscow has begun to support particular far right political forces to gain leverage on European politics and undermine the liberal-democratic consensus in the West. Contributing to ongoing scholarly debates about Russia’s role in the world, its strategies aimed at securing legitimation of Putin’s regime both internationally and domestically, modern information warfare and propaganda, far right politics and activism in the West, this book draws on theories and methods from history, political science, area studies, and media studies and will be of interest to students, scholars, activists and practitioners in these areas.
