Book excerpt: Frustrated Democracy in Post-Soviet Azerbaijan follows a newly independent oil-rich former Soviet republic as it adopts a Western model of democratic government and then turns toward corrupt authoritarianism. Audrey L. Altstadt begins with the Nagorno-Karabagh War (1988–1994) which triggered Azerbaijani nationalism and set the stage for the development of a democratic movement. Initially successful, this government soon succumbed to a coup. Western oil companies arrived and money flowed in—a quantity Altstadt calls "almost unimaginable"—causing the regime to resort to repression to maintain its power. Despite Azerbaijan's long tradition of secularism, political Islam emerged as an attractive alternative for those frustrated with the stifled democratic opposition and the lack of critique of the West's continued political interference. Altstadt's work draws on instances of censorship in the Azerbaijani press, research by embedded experts and nongovernmental and international organizations, and interviews with diplomats and businesspeople. The book is an essential companion to her earlier works, The Azerbaijani Turks: Power and Identity Under Russian Rule and The Politics of Culture in Soviet Azerbaijan, 1920–1940.

Semi-presidentialism is the situation where there is both a directly elected fixed-term president and a prime minister and cabinet that are collectively responsible for the legislature. There are four countries with a semi-presidential constitution in this region - Armenia, Azerbaijan, Georgia, and Kyrgyzstan. The authors introduce the concept of semi-presidentialism, place the countries in a general post-Soviet context, and compare them with Kazakhstan. They investigate the relationship between semi-presidentialism in the formal constitution and the verticality of power in reality, explore the extent to which semi-presidentialism has been responsible for the relative performance of democracy in each country, and chart the relationship within the executive both between the president, prime minister and ministers, and between the executive and the legislature.

But, how are they connected? Do the domestic political institutions affect a country's attractiveness to foreign investors? Can countries that democratize attract relatively more foreign investments? Drawing on three in-depth case studies of oil-rich countries and statistical analyses of 132 countries over three decades, Oksan Bayulgen demonstrates that the link between democratization and FDI is nonlinear. Both authoritarian regimes and consolidated democracies have institutional capabilities that, though different, are attractive to foreign investors. Democracies can provide long-term stability, and authoritarian regimes can offer considerable flexibility. The regimes that have started on the road to democracy, but have not yet completed it, tend to have political institutions that provide neither flexibility nor stability. These hybrid regimes, then, also find it relatively more difficult to construct a policy environment that is attractive to foreign investments. It is set within a comparative framework that includes other transition countries, particularly those in the former Soviet Union. The book provides two important theoretical innovations: the notion of a regime, which is an under-theorized concept in the field of transition literature, and O'Donnell, Schmitter and Karl's notion of a dynamic actor-driven transition. The volume turns to the structural constraints that framed the transition in Georgia and in other republics of the former Soviet Union by looking at the state and society in the USSR at the close of the Soviet period.
