This paper reviews the literature on three themes: (a) Does high fertility affect low-income countries' prospects for economic growth and poverty reduction? (b) Does population growth exacerbate pressure on natural resources? and (c) Are family planning programs effective at lowering fertility, and should they be publicly funded? The literature shows broad consensus that while policy and institutional settings are key in shaping the prospects of economic growth and poverty reduction, the rate of population growth also matters. Recent studies find that low dependency ratios (as fertility declines) create an opportunity for increasing productivity, savings and investment in future growth. They find that lower fertility is associated with better child health and schooling, and better health and greater labor-force participation for women. They also indicate that rapid population growth can constrain economic growth, especially in low-income countries with poor policy environments. Population growth also exacerbates pressure on environmental common property resources. Studies highlight the deep challenges to aligning divergent interests for managing these resources. However, part of the pressure on these resources can be mitigated by reducing the rate of population growth. Although family planning programs are only one policy lever to help reduce fertility, studies find them effective. Such programs might help especially in the Sub-Saharan African region, where high fertility and institutional constraints on economic growth combine to slow rises in living standards.

After many years in decline, the continent's economy picked up in the mid-1990s. Along with this macroeconomic growth, people became healthier, many more youngsters attended schools, and the rate of extreme poverty declined from 54 percent in 1990 to 41 percent in 2015. Political and social freedoms expanded, and gender equality advanced. Conflict in the region also subsided, although it still claims thousands of civilian lives in some countries and still drives pressing numbers of displaced persons. Despite Africa’s widespread economic and social welfare accomplishments, the region’s challenges remain daunting: Economic growth has slowed in recent years. Poverty rates in many countries are the highest in the world. And notably, the number of poor in Africa is rising because of population growth. From a global perspective, the biggest concentration of poverty has shifted from South Asia to Africa. Accelerating Poverty Reduction in Africa explores critical policy entry points to address the demographic, societal, and political drivers of poverty; improve income-earning opportunities both on and off the farm; and better mobilize resources for the poor. It looks beyond macroeconomic stability and growth—critical yet insufficient components of these objectives—to ask what more could be done and where policy makers should focus their attention to speed up poverty reduction. The pro-poor policy agenda advanced in this volume requires not only economic growth where the poor work and live, but also mitigation of the many risks to which African households are exposed. As such, this report takes a "jobs" lens to its task. It focuses squarely on the productivity and livelihoods of the poor and vulnerable—that is, what it will take to increase their earnings. Finally, it presents a road map for financing the poverty and development agenda.

Book excerpt: This note focuses on the core findings, and recommendations of the 1998 status report on poverty in Sub-Saharan Africa (SSA), prepared for the Special Program for Assistance for Africa (SPA), a thematic examination of the linkages between gender, growth, and poverty reduction in SSA. Primarily focused on agriculture, and the rural sector, the report argues that one of the factors constraining growth, and poverty in SSA is gender inequality in the access to, and control of a diverse range of assets. The note reviews the determinants of growth, and the interdependence of the market, and household economies, where much of women's productive work is unrecorded, (in Kenya, about sixty percent of female activities are unaccounted for, compared with only twenty four percent of male activities). Furthermore, micro-level analyses portray a consistent picture of gender-based asset inequality, pointing at patterns of disadvantage faced by women, in accessing the basic assets, and resources required for a full participation in SSA's growth potential. In education, although girls have made rapid strides in completing primary education, lowering the gender gap, differentials persist due to social, and cultural factors; and, in health, an enormous gender differential in the region's sexual, and reproductive burden of disease, is observed, as measured by deaths, and disability-adjusted life years. Recommendations include women's budget initiatives, sustained investments in education/health, and, raising the visibility of domestic work in national statistics.

This report documents the structural role of men and women in African economies and examines the linkages between the market and the household. It makes a convincing case that reducing gender inequality would increase growth, efficiency, and welfare. The authors make key recommendations for public policy intervention in the areas of participation, investment in the household economy, investment in human capital, support for rural livelihood strategies, and engendering statistics and poverty monitoring.

The studies are against the background that in September 2000, world leaders from 189 countries, including 147 Heads of State, gathered at the United Nations General Assembly to consider the challenges of the new millennium. They adopted the Millennium Declaration, which set out a vision for inclusive and sustainable globalization: UN 2000 (A/RES/55/2). The leaders pledged to work towards ensuring that conditions of extreme poverty are eradicated wherever they existed. To realise this declaration, the UN established eight MDGs to be achieved by 2015. The goals were broken down into 18 concrete targets and 48 indicators to track progresses in implementation. For the years lost 2000, countries in sub-Saharan Africa have been striving to achieve the goals. So far, some have achieved some of the goals, and the results toward the rest of the goals are also by and large positive, though off-target.

Viewed as a continent of wars, famines and entrenched poverty in the late 1990s, there is now a focus on “Africa rising†? and an “African 21st century.†? Two decades of unprecedented economic growth in Africa should have brought substantial improvements in well-being. Whether or not they did, remains unclear given the poor quality of the data, the nature of the growth process (especially the role of natural resources), conflicts that affect part of the region, and high population growth. Poverty in a Rising Africa documents the data challenges and systematically reviews the evidence on poverty from monetary and nonmonetary perspectives, as well as a focus on dimensions of inequality. Chapter 1 maps out the availability and quality of the data needed to track monetary poverty, reflects on the governance and political processes that underpin the current situation with respect to data production, and describes some approaches to addressing the data gaps. Chapter 2 evaluates the robustness of the estimates of poverty in Africa. It concludes that poverty reduction in Africa may be slightly greater than traditional estimates suggest, although even the most optimistic estimates of poverty reduction imply that more people lived in poverty in 2012 than in 1990. A broad-stroke profile of poverty and trends in poverty in the region is presented. Chapter 3 broadens the view of poverty by considering nonmonetary dimensions of well-being, such as education, health, and freedom, using Sen's (1985) capabilities and functioning approach. While progress has been made in a number of these areas, levels remain stubbornly low. Chapter 4 reviews the evidence on inequality in Africa. It looks not only at patterns of monetary inequality in Africa but also other dimensions, including inequality of opportunity, intergenerational mobility in occupation and education, and extreme wealth in Africa.

Book excerpt: This paper draws on history, anthropology, and economics to examine the dynamics and extent of women's contribution to growth and economic development in post-colonial Africa. The paper investigates the paradox of increased female enrollment in education and the persistence of gender discrimination in labor force participation; it also considers the overwhelming importance of the informal economy in female economic activity. The first axis the paper studies is whether reducing educational gender gaps enhances growth in per capita gross domestic product and reduces female fertility rates and infant mortality. The question is, why would some African countries resist this pattern? The second axis examines agriculture and home production. Women's economic activities in the informal economy largely represent the commercialization of domestic skills and dependence on social networks. The shunting of female production to the informal sector in the male-dominated colonial economy is easy to understand, but why has the informal economy persisted where female production is concerned well beyond the colonial period? The paper attempts to explain these trajectories by using country case studies on Senegal, Botswana, and Kenya. Although women's contribution to growth and economic development seems to be positive and significant in predominantly Christian and mineral-rich economies, it is more constrained in pronounced Muslim dominated countries and agrarian economies. At the same time, impressive uniform growth in informal sector production in recent years suggests that occupational job segregation and gender inequality remain strong across the region, despite the apparent loosening of traditional norms and cultural beliefs, most notably illustrated by the reduction in educational gender gaps and increased female labor force participation rates.
