The aids given to our col leges and to our primary and normal schools, and recently by authorizing the establishment of public libraries by Cities and towns, all testify to the labors of the Commonwealth in refer ence to these two of the above-named powers of man. But it may well be doubted whether, in the earnest desire to stimulate the intellectual powers of its people, the State has not neglected somewhat the moral, and almost wholly lost sight of the physi cal nature Of man. The State Board of Health, according to our estimate of its objects, Should neglect none of these three, and if, in this or any future report, it should study any supposed evil upon man, it will adopt the fine old maxim, pagan though it be, that noth ing which pertains to humanity, in its widest sense, will this Board deem foreign to its aims. Hope Bay, opposite the northerly end of the city Of Fall River. Samples of water were collected from a number Of wells in that village in the latter part Of 1907, and, the results having shown that the water was very badly polluted, the Board, in a communication to the town, expressed the Opinion that the use of water from these wells should be prevented, and called attention to the need Of a general system Of water supply in this village. Nothing having been done, however, a further examination of the water of these wells was made in the latter part Of 1909, and, the results showing that practically all Of these wells were grossly polluted by sewage and the character Of the water such as to be likely to be very injurious to the health Of those who used it for drinking, the Board has again recommended that steps be taken by the town without fur ther delay to provide an adequate supply Of good water for the use of the inhabitants of this Village. The commissioner of health shall be appointed by the governor, with the advice and consent of the council, and he shall be a physician skilled in sanitary science and experienced in public health administration. The term of office of the commissioner of health shall be five years. He shall receive an annual salary of seventy - five hundred dollars and shall devote his entire time to his official duties. The commissioner of health shall be the administrative head of the state department of health. His powers and duties shall be to administer the laws relative to health and sanitation and the regulations of the department; to prepare rules and regulations for the consideration of the public health council; and, with the approval of the public health council, to appoint and remove directors of divisions, district health ofiicers, inspectors and other necessary employees, and to fix their compensation, subject to the approval of the governor and council, within the limitations of appropriations therefor. Directors of divisions and district health officers shall be exempt from civil service regulations. The commissioner of health shall submit annually to the public health council a report containing recommendations in regard to health legislation; and he shall perform all executive duties now required by law of the state board of health and Such other duties as are incident to his position as chief executive officer. He may direct any executive officer or employee of the state department of health to assist in the study, suppression or prevention of disease in any part of the commonwealth. Bartol of Boston, whose resignation, after five years faithful service, was presented in August, 1907, having been succeeded by Dr. Robert Y. Lovett of Boston: - Henky P. Walcott, M. D., of Cambridge, Chairman. Julian A. Mead, M. D., of Watertown, Gerard C. Tokev, Esq., of Wareham Hiram F. Mills, A. M., C. E., of Lowell, James W. Hull, of Pittsfield, Robert W. Lovett, M. D, of Boston, Hon. Charles H. Porter, of Quincy. During the legislative session of 1907, the most important act which was passed pertaining to the duties of the Board was chapter 537, which follows: - Chapter 537. An Act to provide for the Establishment of Health Districts and the Appointment op Inspectors of Health. Be it enacted, etc., as follows: Section 1. The state board of health shall, as soon as may be after the passage of this act, divide the Commonwealth into not more than fifteen districts, to be known as health districts, in such manner as it may deem necessary or proper for carrying out the purposes of this act. Section 2. After the division aforesaid has been made, the governor, with the advice and consent of the council, shall appoint in each health district one practical and discreet person, learned in the science of medicine and hygiene, to be state inspector of health in that district. Every nomination for such office shall be made at least seven days prior to the appointment. The said state inspectors of health shall hold their offices for a period of five years from the time of their respective appointments, but shall be liable to removal from office by the governor and council at any time.
