Book excerpt: Professor Das provides a fascinating study on the issue of ethnic politics in multi-ethnic Third World countries and the non-convergence of state and nation in this discussion of the Kashmir and Sindh questions. The artificial de-colonization process in the South Asian sub-continent resulted in the construction of national frontiers for its two successor states that did not rest on a synchronization of ethnic and state boundaries. Consequently, cross-border loyalties amongst significant sections of the population survived the boundaries imposed between the two successor states. When in the context of centralizing nation-building strategies ethnic political assertions occur in outlying or frontier areas of these nation-states, the distinction between domestic and external affairs, or between home and foreign politics, tends to lose its significance in the traditional sense. Political actors from across the borders of neighbouring state can then deny the marks of their different objective nationalities and treat themselves as members of a single 'loyalty group'. Thus, ethnic politics transcends its domestic contours and helps foment regional tensions. In such circumstances, ethnic assertions tend to constitute vital local or domestic ingredients that define the national security priorities within a particular region. The current insurrection in Kashmir and turmoil in Sindh superbly demonstrate this pattern.

Ethnic discontent appeared in Sindh in opposition to the rule of the Bombay presidency; to the onslaught of Punjabi settlers in the wake of canal irrigation; and, most decisively, to the arrival of millions of Muhajirs (Urdu-speaking migrants) after Partition. Under Zulfikar Ali Bhutto, Benazir Bhutto and Asif Zardari, the Pakistan People's Party has upheld the Sindhi nationalist cause, even while playing the game of federalist politics. Book excerpt: The seed industry in Pakistan has undergone significant developments since the 1950s and has transitioned from ‘Green Revolution’ to ‘Gene Revolution’. The 2015 amendment in the Seed Act, 1976, and the enactment of Plant Breeders’ Rights Act and Rules have provided long awaited intellectual property protection for proprietary seed. Notwithstanding this fundamental change, the challenge of effective enforcement of intellectual property rights remains. This paper presents how the seed industry has evolved over the years through evaluating the regulatory and institutional framework along with looking into the major challenges that still plague the seed system of Pakistan. It also explores how the private sector can be incentivized to invest in the seed sector while protecting the farmers’ rights. Findings reveal that there seems to be a lot of scope for strengthening the seed system of Pakistan via encouraging private sector participation mainly through developing proactive markets with strong institutional mechanism along with scientific and time bound regulatory approval framework. An appraisal of the international best practices divulges that technological backstopping, developing public-private partnerships, building institutional capacity for effective enforcement of regulatory regime and availability of information to farmers for selecting quality seed are equally vital for creating a well-functioning seed system in Pakistan

In both colonial and postcolonial contexts, directives to confront security threats have empowered law enforcement agents, while the lack of adequate reform has upheld institutional weaknesses. This exploration of policing in Karachi, Pakistan's largest city and financial capital, reveals many colonial continuities. Both civilian and military regimes continue to ensure the suppression of the policed via this institution, itself established to militarily subjugate and exploit in the interests of the ruling class. However, contemporary policing practice is not a simple product of its colonial heritage: it has also evolved to confront new challenges and political realities. Based on extensive fieldwork and almost 150 interviews, this ethnographic study reveals a distinctly "postcolonial condition of policing." Mutually reinforcing phenomena of militarisation and informality have been exacerbated by an insecure state that routinely conflates combatting crime, maintaining public order and ensuring national security. This is evident not only in spectacular displays of violence and malpractice, but also in police officers' routine work. Caught in the middle of the country's armed conflicts, their encounters with both state and society are a story of insecurity and uncertainty.
