Anderson argued that "print capitalism" fostered nations as imagined communities in a modular form that became the culture of modernity. Now, in Represented Communities, John D. Kelly and Martha Kaplan offer an extensive and devastating critique of Anderson's depictions of colonial history, his comparative method, and his political anthropology. The authors build a forceful argument around events in Fiji from World War II to the 2000 coups, showing how focus on "imagined communities" underestimates colonial history and obscures the struggle over legal rights and political representation in postcolonial nation-states. They show that the "self-determining" nation-state actually emerged with the postwar construction of the United Nations, fundamentally changing the politics of representation. Sophisticated and impassioned, this book will further anthropology's contribution to the understanding of contemporary nationalisms.

The focus is on local governments of the West and Southwest: some of the communities examined, Latino population is increasing rapidly, often to majority status; and in others, white suburban development is outnumbering, sometimes displacing Latinos. In both situations, district lines can decide the future political power of Latinos and non-Latinos alike. The local distributing process, which has never been studied in depth, is shown to be reshaping the political and racial landscape. This study looks behind legal and theoretical formulations to the realities of local districtings and redistrictings. The author, who participated as principal cartographer in the jurisdictions that are discussed, explores the decisions involved in reflecting rapid population change, the dangers of drawing districts without attention to the vitality of local organization, the problems of displacing incumbents, the unforeseen consequences of district designs, the difficulty of predicting outcomes, and the many ethical dilemmas of line-drawing. In several jurisdictions, Latinos are nearing majority status: Do concepts such as the majority-minority district and single-member districts remain relevant there? Are concerns for African American representation in southern states, which have guided so much voting rights enforcement, truly relevant to western and southwestern politics? What are the actual results--in terms of the numbers of Latinos elected--of voting rights litigation? Such questions are discussed against the backdrop of actual line-drawings, but in such a way as to contribute to voting rights theory.

Book excerpt: Questions the way we understand the idea of community through an investigation of the term "historically black" In Historically Black, Mieka Brand Polanco examines the concept of community in the United States: how communities are experienced and understood, the complex relationship between human beings and their social and physical landscapes—and how the term “community” is sometimes conjured to feign a cohesiveness that may not actually exist. Drawing on ethnographic and historical materials from Union, Virginia, Historically Black offers a nuanced and sensitive portrait of a federally recognized Historic District under the category “Ethnic Heritage—Black.” Since Union has been home to a racially mixed population since at least the late 19th century, calling it “historically black” poses some curious existential questions to the black residents who currently live there. Union’s identity as a “historically black community” encourages a perception of the town as a monochromatic and monohistoric landscape, effectively erasing both old-timer white residents and newcomer black residents while allowing newer white residents to take on a proud role as preservers of history. Gestures to “community” gloss an oversimplified perspective of race, history and space that conceals much of the richness (and contention) of lived reality in Union, as well as in the larger United States. They allow Americans to avoid important conversations about the complex and unfolding nature by which groups of people and social/physical landscapes are conceptualized as a single unified whole. This multi-layered, multi-textured ethnography explores a key concept, inviting public conversation about the dynamic ways in which race, space, and history inform our experiences and understanding of community.

For one thing, they tend to represent constituencies that are more economically disadvantaged than those of their white colleagues. Moreover, they themselves experience marginalization during the process of policy formulation on Capitol Hill. In Twists of Fate, Vanessa C. Tyson illuminates the experiences of racial minority members of the House of Representatives as they endeavor to provide much-needed resources for their districts. In doing so, she devises a framework for understanding the federal legislative behavior of House members representing marginalized communities. She points to the unique ways in which they conceive of political influence as well as the strategies they have adopted for success. Black, Hispanic, and Asian Pacific American Caucuses, among other minority groups, have built cross-racial coalitions that reflect their linked political fate. This strategy differs considerably from competitive approaches often espoused at the local level and from the more atomized interactions of representatives at the federal level of the policy process. Tyson draws on years of personal experience observing and interacting with members of the House of Representatives in session, in their home districts, at functions sponsored by racial minority caucuses, and at White House events to illustrate her argument. Despite variation of experience and ideology within and amongst racial minority groups, she shows that representatives of minority coalitions have repeatedly and successfully worked together as they advocate for equality and social justice. She also points to a willingness among these coalitions to champion a non-discrimination agenda that extends beyond "traditional" issues of race and ethnicity to issues of class, gender and orientation. Twists of Fate provides a compelling model for understanding how diverse groups can work together to forge hopeful political futures.
