Based on a survey of 527 city executives and enlivened with numerous anecdotes, the book documents time allocation patterns and work routines. City Executives makes comparisons with previous studies to show how city executives compare with managers in other types of organizations. The authors also note how city managers' role has changed over a 20-year period. City executives are shown to be like their private-sector counterparts. For example, they function at a relentless pace, are frequently interrupted in their work, and are generally overburdened. However, because city workers operate in an environment open to public scrutiny, they are left with only a minority of their professional time to attend to matters that they describe as priorities. Instead, they must constantly respond to intergovernmental demands, emergencies, and the needs of citizens and legislative officials.

O'Toole Jr. present a timely analysis of working democracy, arguing that bureaucracy—often considered antithetical to fundamental democratic principles—can actually promote democracy. Drawing from both the empirical work of political scientists and the qualitative work of public administration scholars, the authors employ a "governance approach" that considers broad, institutionally complex systems of governance as well as the nitty-gritty details of bureaucracy management. They examine the results of bureaucratic and political interactions in specific government settings, locally and nationally, to determine whether bureaucratic systems strengthen or weaken the connections between public preferences and actual policies. They find that bureaucracies are part of complex intergovernmental and interorganizational networks that limit a single bureaucracy's institutional control over the implementation of public policy. Further, they conclude that top-down political control of bureaucracy has only modest impact on the activities of bureaucracy in the U.S. and that shared values and commitments to democratic norms, along with political control, produce a bureaucracy that is responsive to the American people.

Shuy develops new techniques based on linguistic principles to improve their communication with the public. Shuy presents nine case studies that reveal representative problems with bureaucratic language. He characterizes the traits of bureaucratic language candidly, though somewhat sympathetically, and he describes how linguists can provide bureaucrats with both the tools for communicating more clearly and also the authority to implement these changes. Drawing on documents cited in class action lawsuits brought against the Social Security Administration and Medicare, Shuy offers a detailed linguistic analysis of these agencies’ problems with written and oral communication, and he outlines a training program he developed for government writers to solve them. Moving on to the private sector, Shuy analyzes examples of the ways that businesses such as car dealerships, real estate and insurance companies, and commercial manufacturers sometimes fail to communicate effectively. Although typically bureaucracies change their use of language only when a lawsuit threatens, Shuy argues that clarity in communication is a cost effective strategy for preventing or at least reducing litigation. Bureaucratic Language in Government and Business explains why bureaucratic language can be so hard to understand and what can be done about it.
