Book excerpt: The financial burden imposed upon the Chinese farmer by local taxes has become a major source of discontent in the Chinese countryside and a worrisome source of political and social instability for the Chinese government. Bernstein and Lü examine the forms and sources of heavy, informal taxation, and shed light on how peasants defend their interests by adopting strategies of collective resistance (both peaceful and violent). Bernstein and Lü also explain why the central government, while often siding with the peasants, has not been able to solve the burden problem by instituting a sound, reliable financial system in the countryside. While the regime has, to some extent, sought to empower farmers to defend their interests - by informing them about tax rules, expanding the legal system, and instituting village elections, for example, these attempts have not yet generated enough power from 'below' to counter powerful, local official agencies.

During this period, a new class of Egyptian urban intellectuals—teachers, lawyers, engineers, clerks, accountants, and journalists—came into prominence. Adapting modern ideas of individual moral autonomy and universal citizenship, this group reconfigured religiously informed notions of the self and created a national sense of "Egyptian-ness" drawn from ideas about Egypt's large peasant population. The book breaks new ground by calling into question the notion, common in historiography of the modern Middle East and the Muslim world in general, that in the nineteenth century "secular" aptitudes and areas of competency were somehow separate from "religious" ones. Instead, by tying the burgeoning Islamic modernist movement to the process of identity formation and its attendant political questions Michael Gasper shows how religion became integral to modern Egyptian political, social, and cultural life.

Book excerpt: The number of women elected to Latin American legislatures has grown significantly over the past thirty years. This increase in the number of women elected to national office is due, in large part, to gender-friendly electoral rules such as gender quotas and proportional electoral systems, and it has, in turn, fostered constituent support for representative democracy. Still, this book argues that women are gaining political voice and bringing women's issues to state agendas, but they are not gaining political power. Women are marginalized by the male majority in office and relegated to the least powerful committees and leadership posts, hindering progress toward real political equality. In Political Power and Women's Representation in Latin America, Leslie Schwindt-Bayer examines the causes and consequences of women's representation in Latin America. She does so by asking a series of politically relevant and theoretically challenging questions, including why the numbers of women in office have increased in some countries but vary across others; what the presence of women in office means for the way representatives legislate; and what consequences the election of women bears for representative democracy more generally. Schwindt-Bayer articulates a comprehensive theory of women's representation that analyzes and connects trends in relation to four facets of political representation: formal, descriptive, substantive and symbolic. She then tests this theory empirically using aggregate data from all eighteen Latin American democracies and original fieldwork in Argentina, Colombia and Costa Rica. Ultimately, this book communicates the complex and often incomplete nature of women's political representation in Latin America.

Finally, the last chapter brings together reflections on how mechanisms for effective political representation can be improved and how indigenous organizations can be fostered to ensure effective political representation. Indigenous Political Representation in Latin America will be of interest to political scientists, sociologists and anthropologists studying both indigenous collective action and political representation by presenting a discussion on how to structure representation mechanisms capable of politically integrate the ethnic diversity of Latin American countries in order to build a multicultural citizenship. Traversing the dramatically shifting immigration patterns since the 1970s, during which emerged a major crisis of capitalism, the labor market, and society, and the contingent rise of anti-immigration sentiment and new forms of xenophobia, the authors assess and map how trade unions have to varying degrees understood and framed these issues and immigrant labor. They show how institutional traditions, and the ways that trade unions historically react to social inclusion and equality, have played a part in shaping the nature of current initiatives. The Politics of Social Inclusion and Labor Representation concludes that we need to appreciate the complexity of trade-union traditions, established paths to renewal, and competing trajectories of solidarity. Book excerpt: Congressional representation requires that legislators be aware of the interests of constituents in their districts and behave in ways that reflect the wishes of their constituents. But of the many constituents in their districts, who do legislators in Washington actually see, and who goes unseen? Moreover, how do these perceptions of constituents shape legislative behavior? This book answers these fundamental questions by developing a theory of legislative perception that leverages insights from cognitive psychology. Legislators are shown to see only a few constituents in their district on a given policy, namely those who donate to their campaigns and contact the legislative office, and fail to see many other relevant constituents. Legislators are also subsequently more likely to act on behalf of the constituents they see, while important constituents not seen by legislators are rarely represented in the policymaking process.
