Having considered the evidence received from Departmental officials, stakeholders and others who provided written and oral evidence to the Committee, Members were concerned in relation to the following issues in the Department for Regional Development's spending and saving proposals for the Draft Budget 2011-15. The size of the cuts facing the Department for Regional Development are significant, and will have a severe impact on the most vulnerable in society, economic competitiveness, and the sustainability of transport in Northern Ireland. The Committee heard from the Department and stakeholders that the proposed cuts will have a negative impact on all the Section 75 groups and will directly impact the most vulnerable in society, people with disabilities and older people, rural communities, and those without access to a car. Book The Committee s Response to Government s Consultation on Permitted Development Rights for Homeowners

Download or read book The Committee s Response to Government s Consultation on Permitted Development Rights for Homeowners written by Great Britain: Parliament: House of Commons: Communities and Local Government Committee and published by The Stationery Office. This book was released on 2012-12-20 with total page 28 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Government's plans to extend planning permission exemptions are based on an inadequate impact assessment, warns the CLG Committee in a report published today. By failing to take account of the social and environmental effects, the same proposals also ignore two essential requirements of the sustainable development policy set out in the National Policy Planning Framework, say the MPs. The report responds to the Government's consultation on permitted development rights for homeowners, published on 12 November (https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/11188/permitted.pdf). The Government's proposals would double the exemption from planning permission for extensions to certain kinds of housing - for a period of three years the size limits for the depth of single-storey extensions for detached houses would increase from 4m to 8m and from 3m to 6m for all other houses in non-protected areas. The Committee found the Government's rationale for these changes unconvincing and asked it to reconsider. The Committee also has concerns that the relaxation in the planning rules would be far from temporary.

This book was released on 2012-07-13 with total page 100 pages. Available in PDF, EPUB and Kindle. Book excerpt: The abolition of the Regional Development Agencies removed the main source of match funding for ERDF sponsored projects, and the economic downturn has curbed alternative options for match funding even further. There is a pressing need to spend each region's ERDF allocation before 2015, but unless ministers take urgent steps to deliver on the Government's promise to make it easier for projects to secure match funding through the Regional Growth Fund, there is a significant risk that value for money will suffer and ERDF will not make the impact it could to help rebalance the UK's economy. The Committee endorses a number of sensible rule changes that will govern the next ERDF round (2014-20) currently proposed and related proposals to give Member States the power to tailor the size of their Operational Programme areas - which could permit Local Economic Partnerships in England to take responsibility for managing EU funds. MPs also challenge the current allocation system where even the wealthiest Member States receive some ERDF funding when a portion of what they pay in originally gets recycled back to them. The cross party group of MPs calls for this 'circular money flow' to end, and for England to retain this portion of funding to deliver its own regional policy. The Government would have to guarantee the same level of funding across the EU's 7 year funding cycle. This change would not affect the Government's contribution to ERDF for the poorer Member States. Lastly, MPs challenge the Government to evaluate the value for money of ERDF funded projects

Book Regional Development Agencies

Download or read book Regional Development Agencies written by Nicola Bellini and published by Routledge. This book was released on 2012 with total page 338 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Across Europe, regional development agencies (RDAs) have become a central feature of regional policy, both as innovative policy-makers and as the implementers of programmes and initiatives originating from the national or European level. Since the first generation of RDAs were established in the 1970s and 1980s, major changes have swept through the policy arena: - globalisation has increased competitive pressure and moved the position of regions in the international division of labour to the forefront of regional strategy-making - the digital revolution and the EU Lisbon agenda have highlighted the importance of production and access to knowledge as key factors in regional competitiveness - regional policy has become part of a wider system of multi-level governance so that their geographical horizon has expanded in terms of sponsors and collaborators - issues of governance and accountability of RDAs have been one of the drivers to devolution of powers to governments and bodies below the level of the nation state, raising questions over their status and distance from political control. The aim of this book is to develop a profile of the next generation of RDAs that will identify key issues and trends regarding: policy aims, strategy-making and the new role of knowledge; the organisation of policy delivery, with emphasis on interactive knowledge brokerage; the organisational shift towards smaller and more flexible RDAs; and the political governance of regional policy. By drawing on a combination of conceptual reflection, surveys, comparative research, and systematic use of critical case studies, the book provides a new point of reference by identifying key features of the current, and, indeed next, generation of regionally-based economic development organisations"--
