From the foreword: "The Reports of General MacArthur include two volumes being published by the Department of the Army in four books reproduced exactly as they were printed by General MacArthur's Tokyo headquarters in 1950, except for the addition of this foreword and indexes. Since they were Government property, the general turned over to the Department in 1953 these volumes and related source materials. In Army and National Archives custody these materials have been available for research although they have not been easily accessible. While he lived, General MacArthur was unwilling to approve the reproduction and dissemination of the Reports, because he believed they needed further editing and correction of some inaccuracies. His passing permits publication but not the correction he deemed desirable. In publishing them, the Department of the Army must therefore disclaim any responsibility for their accuracy. But the Army also recognizes that these volumes have substantial and enduring value, and it believes the American people are entitled to have them made widely available through government publication. Volume I Supplement describes the military phase of the occupation through December 1948, reporting events not treated elsewhere in American publications. "

At the end of June, he paused to assemble his forces, grown from scattered, relatively green American troops' and a small but battle-hardened section of Australians, into a mighty concentration of power.' On the ground, in the air, and on the sea they were massing for what would be the final drive against the Japanese stronghold, the homeland archipelago. Enemy resistance was to be pulverized in an invasion drive that would begin in the fall of 1945 and be continued in a second phase in the spring of 1946. Operation" Olympic" would launch an amphibious assault by veteran Sixth Army troops against southern Kyushu to secure the needed beachhead.' Tremendous hammer blows by air and sea would soften up the formidable objective before the troops went in. Then, in Operation "Coronet," three corps including eight divisions of the Eighth Army, and two more corps of the First Army would be catapulted into the heart of the Tokyo Plain itself. It was expected to be costly."

General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. General Kenney Reports is a book that has withstood the test of time, and which should be on the shelf of every airman.

Book excerpt: When President Harry Truman authorized the use of atomic weapons against Japan, he did so to end a bloody war that would have been bloodier still had the planned invasion of Japan proved necessary. Revisionists claim that Truman's real interest was a power play with the Soviet Union and that the Japanese would have surrendered even earlier had the retention of their imperial system been assured. Truman wanted the war to continue, they insist, in order to show off America's powerful new weapon. This anthology exposes revisionist fallacies about Truman's motives, the cost of an invasion, and the question of Japan's surrender. Essays by prominent military and diplomatic historians reveal the hollowness of revisionist claims, exposing the degree to which these agenda-driven scholars have manipulated the historical record to support their contentions. They show that, although some Japanese businessmen and minor officials indicated a willingness to negotiate peace, no one in a governmental decision-making capacity even suggested surrender. And although casualty estimates for an invasion vary considerably, the more authoritative approximations point to the very bloodbath that Truman sought to avoid. In August 1945 the Soviet Union seized the Japanese puppet state of Manchukuo and the colony of Southern Sakhalin, capturing more than 600,000 Japanese soldiers, who were transported to labor camps across the Soviet Union but primarily concentrated in Siberia and the Far East. Imprisonment came as a surprise to the soldiers, who thought they were being shipped home. The Japanese prisoners became a workforce for the rebuilding Soviets, as well as pawns in the Cold War. The organizational history is embedded within a thorough examination of Japan’s own defense policy, as well as of America’s policy of alliance with Japan. The book examines and challenges assumptions about the drafting and adoption of the War Renunciation clause of Japan’s postwar Peace Constitution, Article 9, which uniquely not only renounces war, but the arms to wage war. Thus Japan’s army is not called an army, but the Ground Self-Defense Force (GSDF). The work also examines the place of an army and soldiers in the formation of Japan’s national identity after its last devastating war, and explores the impact of constitutional, legal and policy restrictions, as well as the power of the legacy of the still-largely vilified Imperial Japanese Army on GSDF members who seek to serve because “there are people we want to protect.” The study is rounded by an examination of the place of soldiers in Japan’s popular culture, focused on movies, manga and anime, assessing the impact on the GSDF of a public imagination that most often ignores or villainizes soldiers, though ending with a note that some positive images of soldiers and of the GSDF members themselves have started to appear in the last few years.
