Understanding why some crimes are reported and others are not is essential to encouraging business proprietors to report crime which, in turn, is essential for obtaining an accurate picture of crime and for developing effective crime prevention and management strategies. Drawing on data from the Small Business Crime Survey, this paper reveals that reporting behaviour of small retail businesses varied as a function of the type of crime and whether the crime was attempted or completed ... Further research to unravel the complex nature of reporting behaviour and to encourage greater reporting is recommended.

Book excerpt: A report recently released from the Australian Institute of Criminology shows that many crimes which are committed against small retail businesses go unreported to police. Results from a survey completed by 3,834 business proprietors revealed that reporting practices differed markedly, burglaries and robberies were reported to police, very few incidents of shoplifting, employee theft and cheque/credit card fraud were reported. These results strongly indicate that patterns of crime reflected in police data do not accurately reflect patterns of crime which occur against businesses. In particular, burglary and robbery will be heavily over-represented in police data compared with theft and fraud.

The report states that those sectors with the greatest estimated losses were service stations (where the average loss to victims approximated $6,900 per year) and liquor stores (within which the average loss across all businesses in the sector was $4,000 per year). These sectors suffer the most because of the higher number of incidents they experience in each year, and because they are frequently victims of the more expensive crimes (burglary, robbery and shoplifting). The report also estimates that the total loss (direct and indirect) of crimes against the six retail sectors in 1998-99 amounted to approximately $170 million. The crimes which accounted for the majority of this total were burglary (35%), shoplifting (20%) and employee theft (18%).

Available in PDF, EPUB and Kindle. Book excerpt: This paper reports on a face-to-face survey conducted with 337 small businesses in two ethnically-concentrated communities. Interviews were conducted in Vietnamese, Mandarin, Cantonese and English. Controlling for other factors, Chinese businesses were at greater risk of shoplifting and Vietnamese businesses were at greater risk of burglary and vandalism compared with English speaking businesses, while English speaking businesses were at greater risk of robbery and/or verbal abuse and/or physical assault. Cheque and credit card fraud was also more prevalent against English speaking businesses. Only one in five recent incidents of crime was reported to police with large reporting variations depending on the type of crime. Although low proficiency in English was not associated with actual victimisation, it was associated with a lower likelihood of reporting shoplifting and burglary. Fear of reprisal also reduced the likelihood of reporting crimes where the offender could potentially identify the victim. There are some important findings in this paper that should resonate with those implementing local crime prevention strategies in ethnically diverse communities.

Book excerpt: A report released by the Australian Institute of Criminology, "Patterns of Victimisation Among Small Retail Businesses", shows that half of all retail businesses, responding to a small business crime survey, reported experiencing some form of crime in the 12 months to July 1999. Liquor stores were the most likely targets, with 72 per cent reporting they had experienced a crime. This was followed by pharmacies (61 per cent) and newsagencies and general stores (57 per cent for each). Fifty per cent of service stations and 38 per cent of cafes and restaurants also experienced a crime. These data come from a crime survey of over 3,800 small businesses (mainly retailers) conducted by the AIC in conjunction with the Council of Small Business Organisations of Australia.
