The panel was also to address the broader issues of regional wastewater management and the environmental and community impacts of the design, construction and operation of the proposed sewage system, tunnels, sewage-treatment and sludge-handling facilities, and other ancillary structures, buildings and facilities. This report describes the history of the project; the geography, physical oceanography, sediments, and marine life of the receiving environment; and the issues, including the project vs. no-project alternative, choice of site, controls at source, energy conservation, collection system, impact on mainland south and Herring Cove, project cost and funding, construction of the system, ownership, management and operation, and monitoring programs. Recommendations are included, along with biographies of panel members, a list of presenters at public hearings, key review documents, and a glossary.

Book excerpt: The objective of this report is to characterise the existing marine biological environment in the following two areas of Halifax Harbour: a farfield area extending from the harbour approaches up to and including Bedford Basin, and a nearfield inner harbour area in the most likely location for the proposed outfall/diffuser of a sewage plant. Field investigations included benthic grab sampling, diver transects, and macroalgal quadrat surveys; laboratory analyses provided information on species diversity, biomass, and community composition at specific surveyed sites. The report begins with a general description of the marine communities in the harbour, from microbes to fish and marine mammals. It then presents results of the studies of the farfield and nearfield sites, an assessment of existing baseline chemical body burden data, a comparison of these data with data from Boston Harbor, and an assessment of bioaccumulation, biomagnification, and disease related to wastewater-derived pollutants. Appendices include detailed field data.
