More recent data suggest that the global slowdown persisted in early 2019, with signs of sluggish growth across several major regions of the global economy. While there is good reason to think that at least part of this weakness will prove transitory - in the United States, strong underlying fundamentals are likely to sustain solid growth going forward, and China's growth appears to be stabilizing on the back of recently enacted support measures - major economies should proactively pursue policies that will bolster confidence and help raise both near-term and medium-term growth.The Administration's focus is on helping American workers and businesses to thrive, raising productivity, and increasing real median incomes. Following the first major reform of the U.S. tax code in three decades, the United States saw business investment and productivity accelerate notably in 2018. The President's Budget for FY 2020, released in March, aims to bring down the U.S. fiscal deficit over the medium term by curtailing spending, with the deficit falling to 2.6 percent of GDP by 2024 under the Administration's proposals and policies.The Administration is working actively to dismantle unfair barriers to trade and achieve fairer and more reciprocal trade with major U.S. trading partners. This includes combatting unfair currency practices that facilitate competitive advantage, such as unwarranted intervention in currency markets. The U.S.-Mexico-Canada trade agreement incorporates commitments that all three countries will avoid unfair currency practices and publish related economic information. Additionally, in March, Korea for the first time reported publicly on its foreign exchange intervention. Treasury welcomes this important development in Korea's foreign exchange practices.

Book excerpt: The Omnibus Trade and Competitiveness Act of 1988 (the "Act") requires the Secretary of the Treasury to provide semiannual reports on the international economic and exchange rate policies of the major trading partners of the United States. Under Section 3004 of the Act, the Report must consider "whether countries manipulate the rate of exchange between their currency and the United States dollar for purposes of preventing effective balance of payments adjustment or gaining unfair competitive advantage in international trade." This report covers developments in the first half of 2013, and where pertinent and available, data through end-September 2013. This Report reviews the macroeconomic and exchange rate policies of economies accounting for 72 percent of U.S. foreign trade and of global economic developments more broadly in the first half of 2013. The Report concludes there has been some progress on the goal of achieving strong, sustainable and balanced growth and the necessary exchange rate adjustments, but the record is mixed, and further progress is needed. The Administration's policies to promote growth and jobs are bearing fruit. U.S. real GDP grew by an annual rate of 1.8 percent during the first half of 2013, accelerating from the 1.5 percent pace in the second half of last year. A consensus of private forecasters expects growth to strengthen in late 2013 and to accelerate to 2.8 percent in 2014. Growth has been supported by consumer spending and residential investment in an environment of improved household balance sheets, accommodative credit conditions, and faster job creation. Nonfarm payrolls have been increasing by an average of 185,000 per month over the last year and 7.6 million private sector jobs have been created since February 2010. The unemployment rate has dropped to 7.2 percent as of September 2013, the lowest level since November 2008. The federal deficit has fallen rapidly this year, acting as a headwind to growth. In the fiscal year that just ended, the deficit is expected to decline from 7 percent of GDP to just over 4 percent, its lowest level since FY2008. Relative to GDP, this is nearly 6 percentage points of GDP smaller than the FY2009 deficit of 10.1 percent of GDP. The Administration remains committed to further reducing the deficit, consistent with economic conditions, and to placing public finances on a long-term sustainable path. This year has seen stronger growth in advanced economies, coupled with a reassessment of the relative growth prospects of emerging economies. Overall, the IMF projects the global economy will expand by 2.9 percent in 2013, down from 3.2 percent in 2012. Looking forward, the IMF projects global growth will strengthen to 3.6 percent in 2014. There are signs that the lengthy recession in the euro area has come to an end, although unemployment remains very high in many countries. Growth has slowed in many emerging market economies due to the waning of post-crisis stimulus, slowing global export demand, including softer commodity demand from China, and tighter credit conditions. Many emerging market currencies have depreciated in 2013 due to global and local factors. After an initial market selloff in May, markets began to differentiate among emerging market countries according to the strength of their policy frameworks and their current account positions. Many emerging markets have strengthened their economic institutions and policy frameworks over the past decade and thus increased their resilience to shifts in capital flows. Generally, in those countries with stronger frameworks, currencies and financial markets have retraced earlier declines.

The report is to include a review and analysis of key economic developments in countries and groups of countries that are major trading partners of the United States, projections for developments in various macroeconomic variables in the reporting year and the following year, conclusions and recommendations for policy changes to improve the outlook, and the impact on U. S. trade of market barriers and other unfair practices. The legislation specifies that the report is to be prepared jointly by the Treasury Department and the Office of the United States Trade Representative, in consultation with the Chairman of the Board of Governors of the Federal Reserve System. The Report is to be submitted on March 1 of each year to the Senate Finance Committee and the Ways and Means Committee of the House of Representatives. This is the initial report submitted pursuant to P. L. 100-418; Section 1641. Part II provides a review and analysis of recent macroeconomic developments in countries or groups of countries that are major trading partners of the United States, as well as a review of key recent developments in the U. S. economy. Part III presents projections for key macroeconomic developments in 1989 and 1990 in the same countries and country groups. The two main sections are organized as follows: Section 1 discusses economic growth, fiscal trends and current and trade account developments in the industrial countries; Section 2 reviews key developments elsewhere in the world economy, discussing the non-OPEC member Less Developed Countries (non-OPEC LDCs), including the Newly Industrializing Asian Economies (NIEs), as well as the OPEC countries. Part IV reviews the policy issues raised by these projections, and Part V discusses the impact on U. S. trade of market barriers and other unfair practices. Readers are, in addition, referred to the Treasury Department's October 1988 Report to Congress on International Economic and Exchange Rate Policy, which discusses key issues, including exchange rate developments, in considerable depth and provides a more detailed review of important recent historical trends. In 2017, the United States exported $2.4 trillion in goods and services and imported $2.9 trillion. Since 2009, when trade flows declined sharply in the midst of the financial crisis, U.S. exports have grown-in nominal terms-48.5%, while U.S. imports have grown 47.6%. More broadly, since 1960, trade relative to gross domestic product (GDP) has risen markedly. U.S. exports as a percentage of GDP expanded from 5% in 1960 to over 12% of GDP in 2017, while U.S. imports expanded from 4% to over 15% of GDP. China was the top U.S. trading partner in 2017, with $711.7 billion in total goods and services trade, followed by Canada ($679.9 billion), Mexico ($622.1 billion), Japan ($286.1 billion), and Germany ($239.8 billion). China was the largest source of U.S. imports, while Canada was the largest destination for U.S. exports. However, considering the 28 member states of the European Union (EU) as a single trading partner, the EU is both the largest U.S. export destination ($528.2 billion) and the largest source of U.S. imports ($629.4 billion). The majority of U.S. global trade-approximately 65%-is with countries that do not have a free trade agreement (FTA) with the United States. The changing dynamics and composition of U.S. trade pose both opportunities and challenges for U.S. trade relations. These developments have intensified congressional interest in U.S. trade policy and heightened congressional demand for comparative analysis of U.S. bilateral trade flows. In the coming months, Congress may face matters such as shaping U.S. trade policy to reflect the changing composition of U.S. trade; enhancing the competitive position of U.S. industries, firms, and workers; promoting access to new foreign markets for U.S. businesses; and addressing new trade tensions, barriers, and other issues raised by the growing role of emerging economies in the global economy. In addition, questions affecting U.S. trade trends could arise as the Trump Administration renegotiates existing FTAs and pursues new ones, and Congress debates and potentially ratifies them. Congress may closely monitor negotiations on other trade agreements, as well as developments at the World Trade Organization.
