Book Public Utility Regulation

Available in PDF, EPUB and Kindle. Book excerpt: David B. Smith This is a book about the application of economic theory to a unique form of social control - public utility regulation. A central theme of this work is to examine the role that economics has played in shaping the rationale and direction of regulatory practices. While economic theory has played an important role in the shaping of regulatory policy in the past, it has an even greater potential role to play in the future as the regulatory community grapples with the many challenges of a changing economic environment. This is a very timely and much needed piece of work that can serve as a reference for decision makers who are facing the challeng ing problems of deregulation and competition. This work is comprised of 13 selected articles that guide the reader from an initial discussion of why we decided to regulate certain industries in the first place to a specific analysis of what role economic theory has played in the electric, natural gas, telecommunications, and water indus tries, and whether it should be allowed to play an even more dominant role in the future. The reader is then provided with a more modern version of what economists mean by the concept of natural monopoly and a menu of policy options that will allow society to derive any benefits from such a market structure.

Book Electricity Deregulation

Download or read book Electricity Deregulation written by James M. Griffin and published by University of Chicago Press. This book was released on 2009-11-15 with total page 453 pages. Available in PDF, EPUB and Kindle. Book excerpt: The electricity market has experienced enormous setbacks in delivering on the promise of deregulation. In theory, deregulating the electricity market would increase the efficiency of the industry by producing electricity at lower costs and passing those cost savings on to customers. As Electricity Deregulation shows, successful deregulation is possible, although it is by no means a hands-off process—in fact, it requires a substantial amount of design and regulatory oversight. This collection brings together leading experts from academia, government, and big business to discuss the lessons learned from experiences such as California's market meltdown as well as the ill-conceived policy choices that contributed to those failures. More importantly, the essays that comprise Electricity Deregulation offer a number of innovative prescriptions for the successful design of deregulated electricity markets. Written with economists and professionals associated with each of the network industries in mind, this comprehensive volume provides a timely and astute deliberation on the many risks and rewards of electricity deregulation.

Book Deregulated Electricity in Texas

Download or read book Deregulated Electricity in Texas written by R. A. Dyer and published by . This book was released on 2019-09-24 with total page 148 pages. Available in PDF, EPUB and Kindle. Book excerpt: In September, 1999, Texas enacted its groundbreaking retail electric deregulation law. Although not immediate in effect, the legislation eventually ushered in some of the biggest changes ever for Texas electricity consumers. No longer would giant, vertical-integrated utilities maintain their monopoly grip on home electricity service. No longer would Austin political appointees determine directly the price of air conditioning and lighting in all parts of Texas. In commemoration of the 20th anniversary of the law, the Texas Coalition for Affordable Power has released an updated version if its signature report, Electric Deregulation in Texas: A Market Chronicle. The book, organized chronologically in a year-by-year fashion, describes key deregulation-related events, beginning with those years prior to the adoption of the 1999 law and up through 2019. It includes more than 20 sequential chapters, each focusing on individual years. The report updates an earlier version first released in 2009 by TCAP for the law's 10-year anniversary.

Book Governance in a Changing Market

Download or read book Governance in a Changing Market written by Walter S. Baer and published by RAND Corporation. This book was released on 2001 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Deregulation, competition, and industry restructuring are changing the production and delivery of electric power in the United States, both for investor-owned and municipally owned utilities. The largest U.S. municipal utility, the Los Angeles Department of Water and Power (DWP), asked RAND to consider possible changes in governance that could improve its decisionmaking and operations while maintaining public ownership. The authors found that the DWP would benefit from simplification and streamlining, whether or not the city's electricity market is opened to competition, which many business, labor, and government stakeholders view as inevitable. The report delineates three governance options for DWP: a city-owned corporation, an independent city agency with a strong governing board, and modifications of the existing departmental structure. While the final decision is up to the Los Angeles city council and ultimately the voters, this report is intended to stimulate informed public discussion and debate.
